ՆԱՏՕ–ի Noble Partner 2017 զորավարժությանը Հայաստանից կմասնակցեն միայն ռազմական բժիշկներ. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Հուլիսի 30–ին Վրաստանում անցկացվելու են Noble Partner 2017 զորավարժությունները, որոնք կրելու են «Ուժը համագործակցության մեջ է» կարգախոսը: Վրաստանի պաշտպանության նախարարությունը հաղորդել է, որ զորավարժությունների նպատակն է ամրապնդել ՆԱՏՕ–ի և գործընկեր երկրների համագործակցությունը, խորացնել տարածաշրջանային և բազմազգ գործընկերությունը, ինչպես նաև ուժեղացնել Վրաստանի պաշտպանունակությունը:

Այս զորավարժությանն առաջին անգամ մասնակցելու է նաև Հայաստանը: Սակայն այդ մասնակցությունը կարելի է համարել թերևս խորհրդանշական, քանի որ Հայաստանից մասնակցելու են միայն ռազմական բժիշկներ: «Հայկական զինուժ կամ զինտեխնիկա Noble Partner 2017–ին ներկա չի լինի: Կմասնակցեն միայն բժիշկներ»,– մեզ հետ զրույցում տեղեկացրեց ՀՀ ՊՆ մամուլի խոսնակ Արծրուն Հովհաննիսյանը:

Noble Partner զորավարժություններն անցկացվում են արդեն երրորդ անգամ: Նախորդ երկուսին Հայաստանը չի մասնակցել: Իսկ թե ինչու է այս անգամ մասնակցում, թեկուզ միայն ռազմական բժիշկներով, Ա. Հովհաննիսյանը հրաժարվեց մեկնաբանել՝ հարցը համարելով քաղաքական:

Ըստ Վրաստանի պաշտպանության նախարարության հաղորդագրության, զորավարժություններին մասնակցելու են ՆԱՏՕ–ի անդամ և դաշինքի գործընկեր 11 երկրներ` Միացյալ Նահանգները, Մեծ Բրիտանիան, Գերմանիան, Իսպանիան, Ռումինիան, Թուրքիան, Սլովենիան, Վրաստանը, Ադրբեջանը, Ուկրաինան և Հայաստանը:

Սակայն որոշ լրատվամիջոցներ նշել են, որ երկրների թիվը պակաս է՝ մասնակցելու են ընդամենը 8–ը: Ընդ որում, այդ 8–ի մեջ Ադրբեջանի անունը չի նշվում: Մեր ՊՆ–ում մասնակից երկրների հաստատ թիվը չգիտեն, քանի որ նման «տեղեկատվության տիրապետում է միայն ընդունող կողմը»: Ամեն դեպքում հայկական կողմի համար դա սկզբունքային հարց չէ:

Ինչ վերաբերում է հարցին, թե արդյոք հայկական կողմը վերապահումներ ունի առ այն, որ այդ զորավարժություններին կարող են մասնակցել Թուրքիայի և Ադրբեջանի զինուժերը, Ա. Հովհաննիսյանը նշեց, որ «մենք խնդիր չունենք: Բոլորի հետ էլ փորձում ենք շփվել, հաղորդակցվել: Առավել ևս, եթե դա պահանջում է զորավարժության սցենարը: Խնդիր ունեն նրանք: Կոմպլեքսներ ունեն նրանք»:

Ամեն դեպքում, հիշելով նաև անցյալի դեպքերը, անվտանգության երաշխիքները հայկական կողմի համար կարևոր են: «Ընդհանրապես նման միջոցառումների ժամանակ դա կարևորագույն հարցերից մեկն է»,– ասաց ՊՆ մամուլի խոսնակը:

Noble Partner 2017 զորավարժություններն անցկացվելու են Թբիլիսիից ոչ հեռու գտնվող Վազիանիի ռազմակայանում:

Առաջին զորավարժությունն անցկացվել է 2015–ին, դրան մասնակցել են Վրաստանի 400 և ԱՄՆ–ի 200 զինվորականներ: 2016–ի զորավարժություններին մասնակցել են ԱՄՆ–ի 650, Վրաստանի 500 և Մեծ Բրիտանիայի 150 զինծառայողներ: Դրանց մասնակցում էր ամերիկյան բանակի տանկային վաշտը՝ Վրաստան էին բերվել M1A2 տեսակի Abrams տանկերը, C–130 ռազմական ինքնաթիռներ և այլ տեխնիկա: Թե այս տարի ինչ զինտեխնիկա կմասնակցի զորավարժություններին կամ քանի զինծառայող, առայժմ դժվար է ասել: Ամեն դեպքում, կազմակերպիչները հաղորդել են, որ 2017–ի զորավարժությունները ամենամասշտաբայինն են լինելու:

Ի դեպ, մեր տարածաշրջանում արդեն երրորդ տարին անընդմեջ կազմակերպվող այս զորավարժությունները բավականին մեծ մտահոգություն են առաջացնում մեր ռազմավարական դաշնակից երկրում: Դեռևս անցած տարվա զորավարժությունների առթիվ ռուսական կողմը հայտարարել էր, որ դրանք տարածաշրջանի իրադրությունն ապակայունացնող սադրանք են: Իսկ թե նման «սադրանքի» մասնակցելուց առաջ հայկական կողմը դա համաձայնեցրել է ՀԱՊԿ անդամ իր գործընեկրոջ հետ, թե ոչ, Ա. Հովհաննիսյանը հրաժարվեց մեկնաբանել. «Ես իրավասու չեմ պատասխանել նման հարցերի»:
