«Տեղեկատվության ազատության մասին» օրենքի նոր նախագիծը կհանդիսանա հակակոռուպցիոն գործիք

«Տեղեկատվության ազատության մասին» օրենքի փոփոխությունների նախագծում նախատեսված փոփոխությունները կապահովեն պետական համակարգի թափանցիկությունը, արդյունավետությունը և քաղաքացիների մասնակցությունը պետական քաղաքականության մշակմանը, ինչպես նաև կհանդիսանան հակակոռուպցիոն գործիք: «Արմենպրես»-ի հաղորդմամբ` մայիսի 25-ին լրագրողների հե տ ճեպազրույցում ասաց ՀՀ արդարադատության նախարա
«Շուրջ երկու տարի Արդարադատության նախարարությունն աշխատում է տեղեկատվության ազատությանոլորտում օրենսդրության կատարելագործման ուղղությամբ: Հիմնական նպատակն է ապահովելսահմանադրության ամրագրված տեղեկություններ ստանալու մարդու իրավունքը և ծառայեցնելտեղեկատվության ազատությունը, որպեսզի ունենալ արդյունավետ, < /b>թափանցիկ պետականկառավարման: Սա կլինի նաև հակակոռուպցիոն գործիք, որովհետև ինչքան պետական մարմինների, տեղական ինքնակառավարման մարմինների վերաբերյալ տեղեկությունները բաց են, այնքան կոռուպցիոնռիսկերը ցածր են»,- ընդգծեց Քրմոյանը:
Նրա խոսքով՝ ընտրվել են այն օրենքներին վերաբերող չկարգավորված հարցերը, որոնք ծագել են նախորդ օրենքի ընդունման ժամանակ, մասնավորապես, տեղեկատվական տեխնոլոգիայի զարգացմամբ պայմանավորված:
«Օրենքի նախագծում ամրագրվել է տեղեկության միասնական էլեկտրոնային հարթակի գաղափարը, որը թույլ է տալու քաղաքացիներին այդ հարթակի միջոցով բոլոր պետական մարմիններին հարցումներ ուղարկել և տեղեկություններ ստանալ: Բացի այդ, նախագծով փորձում ենք լուծել էլեկտրոնային հարցումների հետ կապված խնդիրները, որոնք ծագում են վճարովի տեղեկությունների հետ կապված: Այս մասով որպես հիմնական սկզբունք ամրագրվել է, որ տեղեկության տրամադրումը անվճար է բացառությամբ օրենքով նախատեսված դեպքերի՝ փաստաթղթի պատրաստման, առաքման ծախսերի համար»,- նշեց ՔÖ մոյանը:
Արդարադատության նախարարի տեղակալը հավելեց, որ սույն նախագիծը քաղաքացիական հասարակության հետ քննարկման կարիք ունի, և առանց փոխհամաձայնության Ազգային Ժողով չի ներկայացվի:
