Ազգային Ժողովի պրիմիտիվ թալանչիները

Գագիկ Համբարյանը ֆեյսբուքյան իր էջում գրում է.
ՀՀ վարչապետ Կարեն Կարապետյանի որոշ ժամանակ առաջ կառավարության նիստի աղմկահարույց ելույթը՝ «պրիմիտիվ» գողերի մասին, երևում է՝ բացարձակ չի սթափեցրել օրենսդիր մարմնում պատսպարված և ոչ պակաս պրիմիտիվ թալանչիներին, ովքեր առանց ամոթի միլիոներ են գրպանում պետական բյուջեից, որը գոյանում է ՄԵՐ տված հարկերից և այլնից:
Հայաստանյան ԶԼՄ-ներից մեկը այսօր մի տեղեկություն էր հրապարակել, ըստ որի՝ ԱԺ-ի արդեն նախկին նախագահ Գալուստ Սահակյանն ունեցել է 23 օգնական ու խորհրդական: Այս տեղեկության վերաբերյալ ԱԺ-ից ոչ մի արձագանք մինչև հիմա չի եղել, որից կարելի է ենթադրել, որ այդ տեղեկությունը համապատասխանում է իրականությանը: Զարմանալի է՝ ինչպե՞ս կարելի է այդքան պորտաբույծի և ձրիակերի պահել ժողովրդի հաշվին: Համոզված եմ, որ այդ 23-ից ճնշող մեծամասնությունը ոչնչով չեն զբաղվել և ընդամենն աշխատավարձ են ստացել և թրև եկել պետության հաշվին այս կամ այն երկրում: Հետաքրիր է նաև իմանալ, թե այդ 23 օգնականն ու խորհրդականը ինչո՞ւմ են օգնել Գալուստ Գրիգորիչին և ի՞նչ խորհուրդներ են տվել: Դատելով պարոն Սահակյանի ելույթներից՝ հաստատ կարող եմ ասել, որ այդ օգնականների և խորհրդականների մեծ մասը տարրական անգրագետ և ապաշնորհ մարդիկ են: Գալուստ Գրիգորիչի ասելով. «Խորհրդականը և օգնականը, դա նրանք չեն, որ իրենք պետք է օգնեն կամ խորհուրդներ տան»:
Եթե որոշ նախկին և ներկա պաշտոնյաներ ցանկանում են իրենց յուրայիններին լավություն անել, ապա թող անեն իրենց գրպանի հաշվին: Օրինակ՝ մի երթուղայինի գիծ նվեր տան կամ ինչ-որ հյուրանոցում որպես մենեջեր ընդունեն, այլ ոչ թե պետության առանց այդ էլ սուղ միջոցները թալանեն: Գործադիր մարմնի պրիմիտիվ գողերին գումարվեցին օրենսդիր մարմնի պրիմիտիվ թալանչիները:
Հ.Գ. Որքան տեղյակ եմ, ԱԺ-ում խորհրդականի և օգնականի ՄԻՆԻՄԱԼ աշխատավարձը կազմում է 150 հազար դրամ: Այսինքն՝ ամսական միայն 3 միլիոն 450 հազար դրամ գնացել է ԱԺ նախագահին սպասարկող օգնականներին և խորհրդականներին որպես աշխատավարձ: Բայց համոզված եմ, որ թիվն ավելի մեծ է: Պատերազմող և բազմաթիվ սոցիալ-տնտեսական խնդիրներ ունեցող երկրի համար սա անասելի ճոխություն է: Այս գումարները ավելի լավ է ուղղել ԲԱՆԱԿԻՆ և խրախուսել այսպիսի պորտաբույծների արտագաղթը:
Իմ կարծիքով՝ ԱԺ նախագահին արդյունավետ գործունեության համար 5-6 խորհրդականից և օգնականից ավել պետք չէ:
