ՀՀ կառավարությունը հաստատեց պետական մարմիններում էլեկտրոնային փաստաթղթերի և էլեկտրոնային թվային ստորագրությունների կիրառման կարգը: Կառավարության աշխատակազմի ղեկավար նախարարի պաշտոնակատար Դավիթ Հարությունյանը նշեց, որ ներկայումս ՀՀ պետական և տեղական ինքնակառավարման մարմինները մատուցում են մի շարք էլեկտրոնային ծառայություններ, սակայն անհրաժեշտ է լինում տվյալ անձի ներկայությունը։ Ըստ նրա, նույնիսկ հաջողված համակարգերում ներկայում կիրառվող ընթացակարգերն անհարմարություն են առաջացնում այդ համակարգից օգտվողների համար, քանզի վերջիններս ծառայություններից օգտվելու համար պարտադիր պետք է ունենան մի շարք տեխնիկական բնույթի պարագաներ։

«Այսպիսով նախատեսվում է ՀՀ պետական և տեղական ինքնակառավարման մարմինների համար սահմանել էլեկտրոնային ծառայությունների մատուցման պարագայում ինտեգրման միասնական ընթացակարգեր և տեխնիկական չափորոշիչներ։ Որոշմամբ նաև սահմանվում են այն նվազագույն տեխնիկական չափորոշիչները, որոնք կիրառելի են բջջային օպերատորների կողմից նկարագրված ծառայություններ մատուցելու համար»,- ասաց Հարությունյանը՝ ավելացնելով, որ ծառայությունից օգտվելը չի պահանջում լրացուցիչ գիտելիք, ծրագրային ապահովում, քարտ կարդացող սարք: Պարզապես քաղաքացին պետք է իմանա իր հեռախոսահամարը, հիշի 2 թիվ և այդ պարագայում կկարողանա ստանալ իր ծառայությունը՝ ցանկացած հեռախոսի միջոցով: 

«Այս գաղափարն առաջ է քաշվել ԵՄ-ի հետ համագործակցության շրջանակում, և այս որոշումը հանդիսանում է ԵՄ աջակցության ինդիկատորը, քանի որ նման ծառայությունը, այնուամենայնիվ, որոշակի գումարներ է պահանջում բյուջեից: Դրա համար առաջիկա մի քանի տարիների համար ԵՄ-ի կողմից ամրագրվել են ինդիկատորներ և վերջինս աջակցելու է ՀՀ-ին՝ էլեկտրոնային ծառայությունների զարգացման բնագավառում: Ընդհանուր գումարը կազմում է 3 մլն 7 հարյուր հազար եվրո՝ 2018-2020 թվականների համար»,- կառավարության աշխատակազմի ղեկավար-նախարարի պաշտոնակատարը՝ ավելացնելով, որ այս համակարգը պետք խթանեն, որպեսզի ավելի շատ քաղաքացիներ ունենան նույնականացման քարտ:

Նա ասաց, որ նույն խնդիրը դրված է ԵՄ Արևելյան գործընկերության շրջանակում: «Ամենակարևորն այն է, որ մենք չենք սահմանել որևէ մենաշնորհ այն ընկերության համար, որը տրամադրում է համապատասխան ծառայություն, այլ սահմանել ենք ստանդարտներ և ցանկացած նոր ընկերություն կարող է մուտք գործել շուկա: Կարևորը՝ նա համապատասխանի ներդրված պահանջներին»,-ասաց նա:

ՀՀ վարչապետ Կարեն Կարապետյանն անդրադառնալով հարցին՝ ասաց, որ այսօր ՀՀ քաղաքացուն առաջարկում են հնարավորություն՝  էլեկտրոնային և այլ գործիքակազմերով մասնակցել որոշակի ծառայություների իրականացմանը, գործառույթներին: «Այս հնարավորությունը կաշխատի այն դեպքում, եթե մենք իրենց համար այդ գործիքակազմով օգտվելու ծառայությունների քանակը մեծացնենք, կրիտիկական կետի հասցնենք»,-ասաց Կարապետյանը:

Դավիթ Հարությունյանն ասաց, որ որոշման մեջ նախատեսվում է, թե պետական մարմիններն ինչ ժամկետում պետք է ինտեգրվեն այս համակարգին, այնպես որ պետության կողմից ծառայությունների աճ միանշանակ կապահովվի:
