ԱՄՆ-ն նոր ծրագիր է սկսում Հայաստանում

Հայաստանի առանցքային գյուղատնտեսական կենտրոն հանդիսացող Արարատյան դաշտում, առավել քան երկրի որևէ այլ վայրում, արդիական է ստորգետնյա ջրերի գերսպառման խնդիրը: Այնուամենայնիվ, աշխատելով մի շարք հայաստանյան գործընկերների հետ, ԱՄՆ ՄԶԳ-ն հույս ունի փոխել իրավիճակը և ապահովել, որ գալիք տարիների ընթացքում Հայաստանն ունենա ջրի բավարար քանակություն:
Ուսումնասիրությունները ցույց են տալիս, որ Հայաստանի ջրերի կորստի պատճառ են հանդիսանում մի շարք գործոններ, ինչպիսիք են ձկնաբուծության էական աճը, հնացած և անարդյունավետ ձկնաբուծական տեխնոլոգիաների կիրառումը, ապօրինի հորեր թույլ տվող կոռուպցիան, ջրի խնայողության քաղաքականության թույլ կիրարկումը և Արարատյան դաշտի բնակիչների շրջանում բնապահպանական իրազեկվածության ցածր մակարդակը: Այսօր խմելու և ոռոգման ջրի հասանելիությունը սահմանափակ է դարձել 30 համայնքների և 260 000 մարզային բնակիչների համար:
Ջրի սակավության այս ճգնաժամային խնդրին անդրադառնալու նպատակով ԱՄՆ ՄԶԳ-ն մեկնարկում է «Ջրային ռեսուրսների մասնակցային և արդյունավետ օգտագործում» (PURE Water) ծրագիրը, որը կխթանի ջրի պատասխանատու կառավարումը Արարատյան դաշտում՝ հանրային իրազեկման և քաղաքացիական մասնակցության ավելացման միջոցով: Այս եռամյա ծրագրի շրջանակում ջրի արդյունավետության և որակի բարձրացման նպատակով կներգրավվեն տեղի բնակիչները, քաղաքացիական հասարակության կազմակերպությունները, տեղական ինքնակառավարման մարմինների ղեկավարները, պետական գերատեսչությունները և քաղաքականություն մշակողները: Ծրագիրը նաև կխթանի ջրային ռեսուրսների վերահսկումը՝ որպես Արարատյան դաշտում ստորգետնյա ջրային ռեսուրսների ջրառի նվազեցման ուղի:
Կարևորելով անհատներին և քաղաքացիական հասարակությանը ջրի կորուստները նվազեցնելու հարցում ներգրավելու անհրաժեշտությունը՝ ԱՄՆ ՄԶԳ-ն նախատեսում է այս խնդրին ուղղակիորեն առնչվող բազում համայնքներում մեծացնել հանրային իրազեկումը խնդրի շուրջ ու խթանել երկխոսությունն անհրաժեշտ կանոնակարգիչ փոփոխությունների վերաբերյալ: Ծրագրի միջոցով ԱՄՆ ՄԶԳ-ն նաև կխթանի փոքր ջրային ենթակառուցվածքների ծրագրերի նախագծումը՝ տուժած համայնքների ջրային կարիքների ապահովման համար:
Ծրագիրը իրականացվելու է «Ուրբան» կայուն զարգացման հիմնադրամի կողմից՝ «Ազգային ջրային համագործակցություն» ՀԿ-ի և Երևանի պետական համալսարանի Բնապահպանական օրենսդրության հետազոտական կենտրոնի հետ համագործակցությամբ:
PURE Water ծրագիրը կհամալրի ԱՄՆ ՄԶԳ ընթացիկ գործունեությունը՝ ուղղված Արարատյան դաշտի ստորգետնյա ջրային ռեսուրսների ջրառի ծավալների նվազեցմանը: ԱՄՆ ՄԶԳ-ի ներկայիս «Գիտական առաջադեմ տեխնոլոգիաների օգտագործում և համագործակցություն հանուն ռեսուրսների համալիր պահպանության» (ԳԱՏՕ) ծրագիրն օգնում է Արարատյան դաշտում ներմուծել ջրի արդյունավետ կառավարման համակարգեր և տեխնոլոգիաներ, սատարել բնապահպանական տեսակետից անվտանգ ձկնաբուծություն և խրախուսել ներդրումները մաքուր էներգիայի ոլորտում:
Ջրային ռեսուրսների արդյունավետ կառավարումը հույժ կարևոր է ամուր գործարար միջավայրի, կայուն տնտեսական աճի և տարածաշրջանային կայունության համար: Գրեթե երկու տասնամյակ ԱՄՆ ՄԶԳ-ն սատարում է Հայաստանի ջրային ռեսուրսների ոլորտին` օգնելով հասնել շոշափելի առաջընթացի երկրի կենսական ջրային ռեսուրսների պլանավորման, կառավարման և մշտադիտարկման հարցում: Մակրո-մակարդակի բազմաթիվ բարեփոխումների հետ մեկտեղ ԱՄՆ ՄԶԳ-ի նվաճումների թվում են Հայաստանի ջրային ատլասի հրատարակումը, Հայաստանի Հանրապետության Ջրային Օրենսգրքի ընդունումը և Ջրային ռեսուրսների կառավարման գործակալության հիմնադրումը:
