Կոռուպցիան հո գազա՞ն չի, որ անտառ փախչի

Կառավարության երեկվա նիստում հավանության արժանացած օրինագծերից մեկն էլ «Կոռուպցիայի կանխարգելման և կոռուպցիայի կանխարգելման հարցերով մարմնի մասին» ՀՀ օրենքի նախագիծն է եղել: Եթե այն ընդունվի, ապա ՀՀ–ում բարեվարքության խթանման և կոռուպցիայի կանխարգելման նպատակով հանձնաժողով կստեղծվի, որը կիրականացնի պաշտոնատար անձանց բարեվարքության խթանման և կոռուպցիայի դեմ պայքարի կրթական և կանխարգելիչ գործառույթներ:
 
Այս երկարաշունչ ձևակերպումների հանդեպ լավատեսությունը մեկ ակնթարթում անհետանում է, երբ փորձում ենք հասկանալ, թե ովքեր են ուզում մեր երկրում կոռուպցիայի կանխարգելման ուղղությամբ աշխատանքներ իրականացնել:
Եթե հիշողությունը մեզ չի դավաճանում, առաջին նման հանձնաժողովը, որը ստեղծվեց ՀՀ նախագահին կից, բավականին մեծ ոգևորություն առաջացրեց: Կոռուպցիայի կանխարգելման հանձնաժողովի անդամներն այնքան ոգևորված էին, որ կարծում էին, թե ուր որ է կբռնեն այն գողի ձեռքը, ով թույլ չի տալիս, որ երկիրը ծաղկի:
Հետո արդեն պարզ դարձավ, որ հասարակական սկզբունքով գործող այդ հանձնաժողովը սկսել է «ոտքի տակ ընկնել», որից հետո «պետք է»–ից սահուն անցում կատարվեց լռելու կամ փաստերը լղոզելու քաղաքականություն:
 
Դրանից հետո միջազգային տարբեր կառույցների ճնշման տակ կրկին «բացվեցին» նման հանձնաժողովներ: Իհարկե, դրանց հաշվետվություններում նաև թվեր նկարվեցին, զեկույցներ, խոստումներ եղան, բայց դրա արդյունքում ո՛չ երկիրը փրկվեց կոռուպցիայի ճիրաններից, ո՛չ էլ կոռուպցիան հանգիստ թողեց երկիրը: Եվ ամենազարմանալին այն էր, որ կոռուպցիայի դեմ պայքարի հանձնաժողովում նույն այն բարձրաստիճան պաշտոնյաներն էին, ովքեր պետք է որ վերահսկեին, որ նման երևույթ չլիներ:
Հիմա էլ, երբ փաստորեն վերևներից բան դուրս չեկավ, կոռուպցիայի մակարդակի նվազեցման հարցը իշխանություններն ուզում են պայմանավորել հանրային ծառայողների կարգապահության և բարեխղճության ամրապնդման հետ:
 
Բայց Հայաստանը անծայրածիր Ռուսաստանը չէ, որ մի ծայրից մյուսը գնալու համար ժամային մի քանի գոտի փոխվի ու քնաթաթախ վիճակում մարդիկ չհասկանան, թե որը ինչպես եղավ: Մեզ մոտ բոլորը բոլորի մասին լավ գիտեն, բայց ինչպես երևում է, չեն ուզում հայի չուզողություն անել, ու իրար «թաթ կծել»: Այդ իսկ պատճառով էլ ձև են անում, թե կոռուպցիայի դեմ են պայքարում, մտքում փայփայելով այն միտքը, թե կոռուպցիան, հո գազան չի, որ անտառ փախչի: Նա դեռ կսպասի, մինչև նորերը հների կերածի մասին մոռանան, լվացած փողերը փռեն, չորանան, հետո նոր կերևա, թե ինչպես պետք է «արդյունավետ» պայքարել կոռուպցիայի դեմ:
