Հայաստանում գնում են քրեակատարողական հիմնարկների օպտիմալացման

Հայաստանի Արդարադատության նախարարությունը նախատեսում է օպտիմալացնել քրեակատարողական հիմնարկները: «Արմենպրես»-ի հետ զրույցում ՀՀ արդարադատության նախարարի տեղակալ Սուրեն Քրմոյանը նշեց, որ հնարավոր է այդ ծրագիրը ներառվի ՀՀ կառավարության նոր ծրագրում:
«Ծրագրում կլինեն քրեակատարողական հիմնարկների օպտիմալացման, արդիականացման և նոր լուծումների առաջարկներ: Օրինակ` ներկայումս քրեակատարողական օրենսգրքում նախատեսված են 4 տեսակի ուղղիչ հիմնարկներ` բաց, կիսաբաց, կիսափակ, փակ: Մենք ցանկանում ենք այն ավելի պարզեցնել և դարձնել 3 տեսակի: Մեր նպատակն է, որպեսզի շեշտադրումը լինի բաց ռեժիմի վրա»,- ընդգծեց Քրմոյանը:
Պրոբացիոն համակարգի ներդրմամբ էլ, փոխնախարարի համոզմամբ, էապես կնվազի քրեակատարողական հիմնարկում կալանավորների թիվը: «Այն անձինք, ովքեր հնարավորություն կունենան պատիժը կրել առանց ազատազրկման, պատիժը կկրեն համայնքում պրոբացիայի ծառայության աշխատակիցների հսկողության ներքո: Պրոբացիոն համակարգի ամբողջական ներդրումից և քրեական դատավարության նոր օրենսգրքի ընդունումից հետո, որոնցով նախատեսվելու են այլընտրանքային և ազատազրկման հետ կապ չունեցող միջոցներ և պատժատեսակներ, կունենանք քրեակատարողական հիմնարկներում պահվող անձանց թվի էական նվազում», -ընդգծեց Քրմոյանը:
Արդարադատության նախարարի տեղակալ դիտարկմամբ` քրեակատարողական հիմնարկների գերբնակեցման խնդիր գրեթե չկա. կալանավորների մի մասին «Արմավիր» ՔԿՀ տեղափոխվելուց հետո ամբողջապես կլուծվի այդ խնդիրը:
«Ներկայումս քրեակատարողական հիմնարկների հիմնական խնդիրը կապված է շենքային պայմանների հետ, որը փուլ առ փուլ լուծում է ստանալու»,- եզրափակեց Քրմոյանը:
