Այսօր խորհրդարանում քննարկվում է կառավարության կողմից ներկայացրած «Պետական պաշտոններ զբաղեցրած անձանց սոցիալական երաշխիքների մասին» ՀՀ օրենքում փոփոխություն կատարելու մասին եւ «Հայաստանի Հանրապետության քննչական կոմիտեի մասին» ՀՀ օրենքում փոփոխություն կատարելու մասին նախագծերը:
Ըստ Կառավարության առաջարկի 20-ամյա աշխատանքային ստաժ ունեցող դատախազներին ու քննիչներին տալ պաշտոնավարման հնարավորություն, միաժամանակ թույլ տալ օգտվել երկարամյա թոշակից:
Օրենքի փոփոխության քննարկման ժամանակ «Ծառուկյան» դաշինքի պատգամավոր Նաիրա Զոհրաբյանը նշեց, որ դատավորների եւ դատախազների թոշակների բարձրացման նպատակը կոռուպցիայի դեմ պայքարն էր: Նա հիշեցրեց, որ 2014 թվականին քննիչների, դատավորների թոշակը բարձրացրիք, սակայն անհասկանալի է , թե որքանով է դա ազդել դատաիրավական ոլորտում կոռուպցիայի նվազման վրա:
«Պրակտիկան ցույց է տալիս, որ կոռուպցիոն ռիսկերը չեն նվազել: Դատարավորներ դալաններում բռնելով ու հեռուստացույցով ցույց տալով, թե` 1000 դոլար կաշառք է վերցրել, մեզ չեք խաբի: Հիմա էլ վերցվում են կաշառքներ, կայացվում են դատական վճիռներ։ Եվ ակնհայտ է բոլորին, որ մարդիկ վախենում են դիմել դատարան, որովհետեւ գիտեն, որ մեղավորը կմնա ազատության մեջ»,- հայտարարեց նա:
Նաիրա Զոհրաբյանը ընդգծեց նաեւ, որ այսօր մարդկանց թիվ մեկ դժգոհությունը հենց անարդարությունն է:
«Մարդկանց թիվ մեկ խնդիրն այսօր հացի խնդիրը չէ, սոցալական խնդրները չեն, այլ՝ անարդարության պակասն է: Այսօր յուրաքանչյուր պատգամավոր ամիսը 500 նամակ է ստանում, որոնցում մարդիկ դժգոհում են անարդարությունից: Իսկ այսօր ջերմոցային նախապայմաններ են ստեղծվում մի քանի մարդկանց համար, ովքեր կնեղանան եւ կլքեն համակարգը»,- եզրափակեց պատգամավորը:
