Կառավարության ու Ֆիլիպ Մորիս ընկերության միջև համաձայնությունը նոր չէ,կապված էլեկտրական սիգարետների արտադրության հետ։ Հիմա,կարծես թե այդ թեման միս ու արյուն է ստանում, որը տեղավորվում է ըստ կառավարության ծրագրի, ծխելու դեմ պայքարելու ու այն նվազեցնելուն։ Այսինքն,ներկայումս Հայաստանի շուկայում գործող սիգարետի արտադրությունները հայտնվում են խիստ անշահեկան ու կարելի է ասել խոցված վիճակում։ Որովհետև էլեկտրական սիգարետը չի օգնում թողնել ծխելը, այն իր սովորական ազդեցությամբ ֆիլտրված սիգարետին չի զիջում։ Հետևաբար,Հայաստանի նման փոքր շուկայում,որտեղ արդեն կան ոլորտի առաջատար արտադրություներ, մանսավորապես գրանդ տոբակո և մասիս տաբակ ընկերությունները, մեղմ ասած ֆինանսականա,բռեդինգի պահով լուրջ խնդրի առաջ են կանգնում։
Հիմա ինչ մնում է Ֆիլիպ Մորիսին։ Սա ըստ էության ինչ-որ բիզնես գործարքի հերթական դրսևորումն է,ընդ որում պակաս խոսակցությունների ու տարաձայնությունների առիթ չի տալու հենց իշխանությունների ճամբարում։ Ավելի վատ է,որ այս ամենը արվում է իբր ծխելու դեմ պայքարի քողի տակ։ Հայաստանում,որտեղ վիճակագրական տվյալներով ամեն երկրորդ մարդ ծխում է ,ծխելու դեմ պայքար սկսել այն էլ այսպիսի փնթի մատուցմամբ(ընդ որում անձամբ նախարարի շուրթերով)։ Սա էլ իր հերթին զայրույթ է առաջացրել հանրության շրջանում ու ինչը իրավացիորեն է ու համաչափ։ Ինչ մնում է ծխախոտի գների բարձրացմանը,այստեղ էլ մեծ հարցեր կան։ Օրինակ ենթադրենք միջին սիգարետի գինը 400 դրամ է ,այդն դառնում է 450 դրամ, սովորական միջին ծխողը դեռ կարող է իրեն թույլ տալ ծխել օրեկան 2-3 անգամ քիչ,բայց խնայել սիգարետի գումար։ Ստացվում է,որ նա շարունակում է ծխել,սակայն ծխախոտի թանկ գինը միայն ու միայն ձեռնտու է արտադրողին ու նրա շահույթը շարունակում է աճել։ Որն է այդ դեպքում դրա օգուտը։ Եվրոպայում,բազմիցս ենք խոսել,որ ծխախոտի գինը շատ թանկ է,գրեթե 3-4 անգամ թանկ հայաստանյան պայամններից,և այնտեղ այսպես ասած գործում է ծխախոտի այլընընտրանքային աղբյուր։ Այնտեղ պարզապես սովորական թութունից մարդիկ սիգարետ են պատրաստում ու ծխում,քանի որ դա ավելի էժան է նստում։ Մի խոսքով,այս կորպորատիվ շահերի հերթական բախումը,որը իմիջաիլոց սոցիալական բաղադրիչ էլ է պարունակում իր մեջ, կարող է շատ ու շատ գլխացվանքի առիթ դառնալ հենց նախաձեռնողների շրջանում։
