Իսկ հիմա՝ ավելի լուրջ, ծխախոտի թեմայով
Ծխախոտի թանկացումը ոչ Լևոն Ալթունյանն է որոշում, ոչ մեկ ուրիշը։ Ու պատճառն էլ առողջության հետ կապ չունի։
Թանկանալը լինելու է ակցիզային հարկի բարձրացման միջոցով, իսկ ակցիզային հարկի դրույքաչափը պայմանավորված է ԵԱՏՄ-ին մեր անդամակցությամբ։
Մի ալարեք, կարդացեք։
Ուրեմն, Հայաստանում դրույքաչափը ԵՏՄ անդամ մյուս երկրների համեմատ ցածր էր, և Հայաստանը պետք է մի քանի տարիների ընթացքում առաջանցիկ տեմպերով բարձրացներ այդ հարկի դրույքաչափը:
Ըստ այդմ մշակվել է մեր Հարկային օրենսգիրքը։ ՀՕ-ով նախատեսվում է, որ 2017-2021թթ. ամեն տարի ծխախոտի ակցիզային դրույքաչափը 15%-ով պետք է բարձրանա:
Բացի դրույքից, նաև հարկման մեխանիզմն է փոխվում։
Ակցիզային հարկը ոչ թե միայն ֆիքսված բաղադրիչ է ունենում, այլ նաև արժեքային բաղադրիչ: Որքան թանկ սիգարետ, այնքան շատ հարկ։ Այսինքն, եթե արժեքը բարձրանում է, հարկի բեռը նույնպես բարձրանում է։
Բայց էս ամենով հանդերձ, 2021 թվականին Հայաստանում ծխախոտի ակցիզային հարկն ավելի ցածր պետք է լինի, քան Ռուսաստանում, որովհետև Հայաստանն ավելի ցածր եկամտային խմբում է, քան Ռուսաստանն ու Ղազախստանը։
Էնպես որ, ոչ առողջապահության նախարարը, ոչ էլ անգամ վարչապետն ու նախագահը էս հարցում ինքնուրույն որոշումներ չեն կարող ընդունել։
Ինչ առողջություն, ինչ ծխելու դեմ պայքար...
