«Փաստ» օրաթերթը գրում է.

«Փաստի» տեղեկություններով, երբ Վիգեն Սարգսյանը նշանակվեց ՀՀ պաշտպանության նախարար, նախարարությունում նորմալ ընդունեցին: Նա պատրաստվում է կառուցվածքային մեծ փոփոխություններ կատարել բանակում: Զինվորականները որոշ քայլերի կողմ են, որոշ քայլերի՝ լուռ դեմ:

Սակայն զինվորականներն այնքան էլ ուրախ չեն, որ պատերազմող երկրի պաշտպանության նախարարությունում զինվորականների փոխարեն բարձր պաշտոնների են նշանակում քաղաքացիական անձանց:

Մեր աղբյուրի վկայությամբ՝ նրանք զարմացած են, որ ԱԺ նախկին պատգամավորներ Արտակ Դավթյանը և Արտակ Զաքարյանը նշանակվեցին պաշտպանության նախարարի տեղակալներ: Անձնապես ոչինչ չունեն նրանց դեմ:

Բայց ինչպե՞ս են նրանք ղեկավարելու իրենց վստահված ոլորտները, երբ բանակի խնդիրները խիստ մասնագիտական մոտեցումներ ու տեղեկացվածություն են պահանջում:

Չնայած դրան, զինվորականները նաև շեշտում են, որ որոշ նշանակումներ շատ տեղին են ու արդարացված:

Կոնկրետ հիշատակում են նախարարի տեղակալ, ռազմական արդյունաբերության դեպարտամենտի պետ Դավիթ Փախչանյանի անունը:

Չլինելով պրոֆեսիոնալ զինվորական, նա այս կարճ ժամանակահատվածում կարողացավ էական հաջողությունների հասնել ռազմական արդյունաբերության ոլորտում (գիշերային տեսանկարահանող սարքերի ամբողջական տեղադրում սահմանային բոլոր տարածքներում և այլն):
