Փաստաբանների պալատը քայլեր է ձեռնարկում pro bono անվճար իրավաբանական ծառայությունների հարթակը զարգացնելու համար

ՀՀ փաստաբանների պալատում հանդիսավոր բացվեց նոր փաստաբանների համար նախատեսված տեխնիկապես հագեցած աշխատասենյակ-սրահը, որը մեծ հնարավորություն կտա սկսնակ փաստաբաններին կայանալու և մասնագիտական փորձ ձեռք բերելու: Աշխատասենյակի բացման արարողությանը ներկա էր ՀՀ արդարադատության նախարար Դավիթ Հարությունյանը:

 

Փաստաբանների պալատի նախագահ Արա Զոհրաբյանի խոսքով` Փաստաբանների պալատը երիտասարդ փաստաբաններին աջակցման ծրագրի շրջանակում հիմնել է աշխատասենյակ, որն ապահովված կլինի անհրաժեշտ սարքավորումներով և 20 փաստաբաններին լավ պայմաններում աշխատելու հնարավորություն է տալու:

«Երիտասարդ փաստաբաններից, ովքեր այս տարի ավարտել են փաստաբանական դպրոցը և հաջողությամբ հանձնել որակավորման քննությունները, ընտրվելու են 20 մարդ: Նրանց հնարավորություն է տրվելու աշխատել այդ աշխատասենյակում: Եվ միակ պայմանը, որ դրվելու է նրանց առջև,  անվճար իրավաբանական օգնության տրամադրումն է քաղաքացիներին»,- ասաց  Զոհրաբյանը:

Փաստաբանների պալատի նախագահը նշեց, որ սա առաջին քայլն է pro bono անվճար իրավաբանական օգնության տրամադրման հարթակի ստեղծման համար: Նրա համոզմամբ` այս նախաձեռնությունը նաև կթեթևացնի հանրային պաշտպանի գրասենյակի բեռը:

«Հանրային պաշտպանի գրասենյակը որակյալ ծառայություններ է մատուցում, և այդ է վկայում վերջինիս կողմից ավելի շատ գործեր ստանալը: Եթե 2013 թվականին գրասենյակն ունեցել է մոտ 3  հազար  200 քրեական գործ, ապա 2016 թվականին այդ գործերը կազմել են 5 հազար 200: 2016 թվականին հանրային պաշտպանի գրասենյակը ունեցել է 38 արդարացում, 250-ից ավել քրեական գործերի վարույթների կարճում, 270 գործերով դատարանը պայմանականորեն պատիժները չի կիրառել»,- ընդգծեց Զոհրաբյանը: 
ՀՀ արդարադատության նախարար Դավիթ Հարությունյանը ողջունեց նման քայլերի իրականացումը, որը կնպաստի Հայաստանում pro bono համակարգի զարգացմանը:

«Փաստաբանների պալատի սոցիալական պատասխանատվությունը հանրության առջև սա մի երևույթ է, որը վերջին երկու տարիների ընթացքում լուրջ զարգացում է ստանում, և, բնական է, ինչքան զարգանում է փաստաբանության ինստիտուտը, այնքան զարգանալու է pro bono համակարգը: Այս աշխատասենյակի բացումը դրա սկիզբն է, և վստահ եմ, որ այն դառնալու է առանձնահատուկ շարժում, և փաստաբաններն իրենց ժամանակի մի մասը տրամադրելու են անվճար իրավական օգնություն ցույց տալուն:  Այս քայլը հետաքրքիր է նաև նրանով, որ սկսնակ փաստաբաններին հնարավորություն է ընձեռվելու աշխատել իրական գործերի վրա, ինչը շատ կարևոր է կայացման և ինքնավստահության առումով»,- եզրափակեց Հարությունյանը:

Նախարարը վստահեցրեց, որ այս դասասենյակի բացումը առաջին քայլն է, և նախարարությունը պալատի հետ քննարկելու է հաջորդ քայլերը pro bono ծառայությունը զարգացնելու համար:
