«Իրատես» թերթը գրում է.
«Ըստ ամենայնի, առաջիկայում Հայաստանի մանրածախ առեւտրի ամբողջ դաշտը կաշխատի ՀԴՄ-ով։ Համենայն դեպս, կառավարությունը նպատակ ունի այդ դաշտը ամբողջությամբ ծածկելու ՀԴՄ-ով, ինչի համար անհրաժեշտ է 6,5 մլն դոլարին համարժեք դրամ։
Ինչ խոսք, փոքր գումար չէ, եւ, բնականաբար, հարց է առաջանում՝ կա՞ արդյոք այդ ներդրողը, կամ ի՞նչ միջոցներով է 6,5 մլն դոլարանոց ծրագիրն իրականացվելու։ Այս դեպքում պատասխանը հայտնի է՝ վարկային միջոցներով։ Նորություն չէ, որ վերջին տարիներին կառավարությունը, ինչպես ասում են, «յոթ երգ գիտի, յոթն էլ վարկերի մասին»:
Ինչեւէ: Ի՞նչ պայմաններով է այդ վարկը տրվելու, հավանաբար այս պահին գիտեն երկու հոգի՝ ֆինանսների նախարարը եւ ՊԵԿ-ի նախագահը։ Համենայն դեպս, ՊԵԿ-ի նախագահ Վարդան Հարությունյանը կառավարության երեկվա նիստում վստահեցրեց, որ աշխատում են ֆինանսների նախարարության հետ եւ մեկ-երկու օրից առաջարկ կներկայացնեն վարչապետին։ Հիշեցնենք, որ ՀԴՄ-ով մանրածախ առեւտրի դաշտը ծածկելու գործընթացի հիմքում ստվերի դեմ պայքարն է»:
