Երեկ ՀՀ կառավարության հերթական նիստում վարչապետ Կարեն Կարապետյանը, նախքան օրակարգային հարցերի քննարկումը, մի շարք հանձնարարականներ է տվել:
Անդրադառնալով «Զվարթնոց» օդանավակայանում քաղաքացիների, զբոսաշրջիկների տեղափոխման դեպի քաղաք և այլ վայրեր ծառայություններին՝ վարչապետը նշել է. «Ուսումնասիրելով «Զվարթնոց» օդանավակայանում տաքսի ծառայությունների մատուցման ներկա իրավիճակը՝ արձանագրում ենք, որ տաքսի ծառայությունների որակն ակնհայտորեն չի համապատասխանում անհրաժեշտ ստանդարտներին և նորմատիվային պահանջներին։ Նշված իրավիճակը խիստ մտահոգիչ է, հաշվի առնելով այն, որ այդ ծառայությունների սպառողն են հանդիսանում Հայաստան ժամանող զբոսաշրջիկներն ու մեր համաքաղաքացիները»։
 
Վարչապետը հանձնարարել է ՀՀ տրանսպորտի, կապի և տեղեկատվական տեխնոլոգիաների նախարարին 1–շաբաթյա ժամկետում իրականացնել «Զվարթնոց» օդանավակայանում տաքսի ծառայություններ մատուցողների հետ պրոֆիլակտիկ աշխատանքներ, լիցենզավորման ոլորտում օրինախախտումների գործունեության դադարեցման ուղղությամբ, քննարկել Երևան–Զվարթնոց գործող երթուղիների արդիականացման հնարավորությունը։ ՀՀ ոստիկանապետին կառավարության ղեկավարը հանձնարարել է 1–շաբաթյա ժամկետում իրականացնել պրոֆիլակտիկ աշխատանքներ՝ փաստացի առանց լիցենզիայի գործող տաքսի վարորդների կողմից թույլ տրվող իրավախախտումների բացահայտման, կանխարգելման և պատասխանատվության միջոցներ կիրառելու ուղղությամբ։
 
«Պրոբլեմը բոլորդ լավ գիտեք՝ անթրաշ, չստիկով, սիգարետը բերանին, Երևանյան լիճ՝ Սևանա լճի փոխարեն Մալաթիա–Սեբաստիայով հասցնող, տարբեր տարիֆներ կիրառող և այլն: Լիցենզիա տրամադրելու ժամանակ մենք պահանջո՞ւմ ենք վարորդի տեսքն ինչպիսին պետք է լինի, ուղևորի հետ ինչպես պետք է իրեն պահի»,–ասել է վարչապետը: Դիմելով ՀՀ ոստիկանապետ Վլադիմիր Գասպարյանին` Կարեն Կարապետյանը նշել է, որ հարկավոր է կոշտ քայլեր ձեռնարկել: Վարչապետի խոսքով՝ դա անթույլատրելի է, քանի որ զբոսաշրջիկն առաջին տպավորությունը Հայաստանի մասին նրանցից է ստանում:
 
Վլադիմիր Գասպարյանն էլ նշել է, որ տարիներ շարունակ այդ խնդիրը բարձրացվում է և ոլորտում համապատասխան աշխատանքներ արդեն իսկ տարվել են. «Մենք չենք կարողանում հասնել նրան, որ կասկածելի անցյալ ունեցող, ծանր հանցագործություններով դատված, նարկոդիսպանսերում հաշվառված անձինք չստանան լիցենզիա: Այդ հարցը լուրջ անհանգստություն է մեզ պատճառում»։
 
Դիմելով ՀՀ տրանսպորտի, կապի և տեղեկատվական տեխնոլոգիաների նախարար Վահան Մարտիրոսյանին վարչապետը մեկ անգամ ևս հանձարարել է կարգավորել դաշտը՝ հստակ հայտանիշեր դնելով: Վարչապետն առաջարկել է երթուղային գիծ մշակել, սակագներ հաստատել և այլն:
