Պատգամավորներն ամբողջությամբ ընդունեցին հակակոռուպցիոն հանձնաժողով ձևավորելու օրենսդրական փաթեթը

Ազգային ժողովը միաձայն քվեարկությամբ ամբողջությամբ ընդունեց Կոռուպցիայի կանխարգելման հանձնաժողովի մասին և հարակից օրենքի նախագծերի փաթեթը: Ինչպես հաղորդում է «Արմենպրես»-ը հակակոռուպցիոն մարմին ձևավորելու մասին օրենսդրական փաթեթին կողմ քվեարկեց 92 պատգամավոր:

Օրենսդրական նախաձեռնության նպատակն է կարգավորել Կոռուպցիայի կանխարգելման հանձնաժողովի կազմավորման եւ գործունեության կարգը, անկախության երաշխիքները, գործառույթներն ու լիազորությունները, ինչպես նաեւ հայտարարագրերի վերլուծության գործընթացի եւ վարույթների անցկացման հետ կապված հարաբերությունները: Նա հայտնեց, որ առաջարկվող օրենսդրական փաթեթով զգալիորեն ընդլայնվում է հայտարարատու պաշտոնատար անձանց շրջանակը:

Օրենքի ընդունման դեպքում հայտարարատու պաշտոնատար անձինք են լինելու բարձրաստիճան պաշտոնատար անձինք, ինչպես նաեւ բարձրաստիճան պաշտոնատար անձ չհանդիսացող քաղաքացիական ծառայության բարձրագույն պաշտոններ զբաղեցնող անձինք, Հայաստանի Հանրապետության Ազգային ժողովի աշխատակազմում պետական ծառայության բարձրագույն պաշտոններ զբաղեցնող անձինք, Հայաստանի Հանրապետության արտաքին գործերի նախարարության գլխավոր քարտուղարը եւ աշխատակազմի առանձնացված ստորաբաժանման ղեկավարը, Հայաստանի Հանրապետության հատուկ քննչական ծառայության,  Հայաստանի Հանրապետության քննչական կոմիտեում ծառայության, Հայաստանի Հանրապետության քննչական կոմիտեի դեպարտամենտի պետական ծառայության բարձրագույն խմբի պաշտոններ զբաղեցնող անձինք: Հայտարարատու պաշտոնյաներ կլինեն նաեւ ՀՀ հատուկ քննչական ծառայության աշխատակազմի ղեկավարը եւ նրա տեղակալը, ՀՀ նախարարությունների կառավարման ոլորտում գործող պետական մարմինների ղեկավարները եւ նրանց տեղակալները, դատական ծառայության բարձրագույն խմբի պաշտոններ զբաղեցնող անձինք, հատուկ ծառայությունների բարձրագույն եւ գլխավոր պաշտոններ զբաղեցնող անձինք՝ բացառությամբ պաշտպանության, ազգային անվտանգության հանրապետական գործադիր մարմիններում եւ փրկարար ծառայությունների գլխավոր պաշտոններ զբաղեցնող անձանց, քրեակատարողական եւ դատական ակտերի հարկադիր կատարումն ապահովող ծառայությունների գլխավոր պաշտոններ զբաղեցնող անձինք, դատախազները, ազգային անվտանգության մարմինների, հարկային, մաքսային ծառայությունների, քննչական կոմիտեի եւ հատուկ քննչական ծառայության քննիչները, 15 000 եւ ավելի բնակչություն ունեցող համայնքների ղեկավարները, Երեւան քաղաքի վարչական շրջանների ղեկավարները, գնումների բողոքարկման խորհրդի անդամները:

Հայտարարատու պաշտոնատար անձինք սույն օրենքով նախատեսված կարգով բարձրաստիճան պաշտոնատար անձանց էթիկայի հանձնաժողով են ներկայացնում գույքի, եկամուտների հայտարարագրեր։  Հայտարարատու պաշտոնատար անձինք սույն օրենքով նախատեսված դեպքերում եւ կարգով բարձրաստիճան պաշտոնատար անձանց էթիկայի հանձնաժողով են ներկայացնում փոխկապակցված անձանց մասին հայտարարագիր։

Սույն օրենքի իմաստով հայտարարատու պաշտոնատար անձի ընտանիքի կազմի մեջ մտնող անձինք՝ նրա ամուսինը, անչափահաս զավակը (այդ թվում՝ որդեգրված), հայտարարատու պաշտոնատար անձի խնամակալության կամ հոգաբարձության տակ գտնվող անձը, հայտարարատու պաշտոնատար անձի հետ համատեղ բնակվող ցանկացած անձը, Բարձրաստիճան պաշտոնատար անձանց էթիկայի հանձնաժողով են ներկայացնում իրենց գույքի եւ եկամուտների հայտարարագիրը: Անչափահաս զավակի հայտարարագիրը ներկայացնում է հայտարարատու պաշտոնատար անձը:
