Պետգնումների իրավական դաշտը լիովին կանոնակարգված է

ՀՀ կառավարության և ֆինանսների նախարարության կողմից հաստատվել և ապրիլի 25-ից ուժի մեջ են մտել գնումների մասին օրենքի կիրարկումն ապահովող հիմնական իրավական ակտերը: Այսինքն` իրավական դաշտը լիովին կանոնակարգված է, և սկսվում են այդ գործընթացների կիրառումները: «Արմենպրես»-ի հաղորդմամբ` այս մասին հունիսի 9-ին լրագրողների հետ հանդիպման ժամանակ ասաց ՀՀ ֆինանսների նախարարության աշխատակազմի պետական ներքին ֆինանսական հսկողության և պետական գնումներիմեթոդաբանության վարչության պետ Սերգեյ Շահնազարյան:
«Հաստատել և հրապարակել ենք գնման գործընթացում անհրաժեշտ բոլոր փաստաթղթերի օրինակելի ձևերը: Փորձել ենք դրանցով հնարավորինս հեշտացնել մասնակցի կողմից ընթացակարգի ներկայացվող փաստաթղթի բովանդակությունը և քանակը: Ձևավորվել և գործում է բողոքարկման նոր խորհուրդը: Արտադատական գործընթացների հետ կապված խնդիրներ չենք ունենա»,- ասաց նա:
Նրա խոսքով` փոփոխություններ են կատարվել գնման ձևերում: Դրանք հնարավորինս նվազեցրել ենք` 7-ից թողնելով 4-ը: Վերացվել է նաև շրջանակային համաձայնագրերով գնումներ կատարելու ընթացակարգը: Ներկա պահին գործում են գնանշման հարցման և մրցույթի տարրերը:
«Երբ բիզնեսը ցանկանում է էլեկտրոնային տարբերակով մասնակցել կազմակերպվող ընթացակարգերին, ապա ունի հնարավորություն ինքնուրույն գրանցվել համակարգում՝ առանց ֆինանսների նախարարություն որևէ փաստաթուղթ ներկայացնելու: Գրանցումից հետո նա հնարավորություն է ստանում ավտոմատ եղանակով Armeps համակարգից ստանալ տեղեկատվություն և մասնակցել ընթացակարգերին: Եթե նախկինում բիզնեսը մրցույթը հրապարակելու պահին գրանցված չէր էլեկտրոնային համակարգում, ապա հնարավորություն չուներ մասնակցելու մրցույթին: Հիմա այդ խնդիրը վերացվել է»,- ասաց Շահնազարյանը:
Նա նաև տեղեկացրեց, որ Ֆինանսների նախարարությունը նախատեսում է մինչև հունիսի վերջ շահագործման հանձնել gnumner.am կայքի լրիվ նոր տարբերակը, որը կիրառման տեսանկյունից ավելի հեշտ կլինի: Գնման գործընթացի մասնակիցները հնարավորություն ունեն զանգահարել 010 28 93 27 հեռախոսահամարով, ստանալ խորհրդատվություն գնման ընթացակարգերի պայմանների մասին:
