Ազգային ժողովը երկրորդ ընթերցմամբ և ամբողջությամբ ընդունեց համայնքների խոշորացման ծրագիրը: «Հայաստանի Հանրապետության վարչատարածքային բաժանման մասին» Հայաստանի Հանրապետության օրենքում փոփոխություններ և լրացումներ կատարելու մասին օրենքի նախագծին կողմ քվեարկեց 57, դեմ՝ 24 պատգամավոր:
 
Քվեարկությունից առաջ վարման կարգի վերաբերյալ ձայնի իրավունք խնդրեց «Ելք» խմբակցության ղեկավար Նիկոլ Փաշինյանը: Նա ընդգծեց, որ հարկավոր է հնարավորինս կարճ ժամկետում համապարփակ վերլուծություն ունենալ, թե ինչ արդյունքներ են տվել համայնքների խոշորացման փորձնական ծրագրերը՝ հասկանալու, թե որքանով է արդյունավետ խոշորացման ճանապարհով գնալը: «Սա այն հարցն է, որտեղ չի կարելի զգացմունքային դաշտում որոշումներ կայացնել: Մենք պետք է հստակ իմանանք, թե ինչ արդյունքների է հանգեցնելու այս գործընթացը: Մենք, ինչպես առաջին ընթերցման պարագայում, այնպես էլ հիմա, չենք մասնակցելու քվեարկությանը»,– ասաց Փաշինյանը:
«Ծառուկյան» խմբակցությունը, ինչպես առաջին ընթերցման դեպքում, այնպես էլ երկրորդ ընթերցմամբ, մասնակցեց քվեարկությանը և դեմ քվեարկեց:
 
Համայնքների խոշորացման նոր ծրագրով Հայաստանի տարբեր մարզերի 328 համայնքներ կմիավորվեն, ինչի արդյունքում կձևավորվի 34 համայնք: Օրենքի նախագծի համաձայն՝ նախատեսվում է իրականացնել համայնքների խոշորացման 34 ծրագրեր՝ ՀՀ Արագածոտնի մարզի Ապարան, Ալագյազ, Արագածավան, Ծաղկահովիտ, ՀՀ Գեղարքունիքի մարզի Ճամբարակ, Վարդենիս, Մասրիկ, Շողակաթ, ՀՀ Լոռու մարզի Ալավերդի, Ստեփանավան, Ախթալա, Սարչապետ, Տաշիր, Օձուն, Գյուլագարակ, Լոռի Բերդ, Մեծավան, Շնող, ՀՀ Կոտայքի մարզի Բյուրեղավան, Եղվարդ, Չարենցավան, Ակունք, Մեղրաձոր, Ջրվեժ, ՀՀ Շիրակի մարզի Անի, Ախուրյան, Մարմաշեն, ՀՀ Սյունիքի մարզի Կապան, Սիսիան, Քաջարան, ՀՀ Վայոց ձորի մարզի Արենի, Գլաձոր, Եղեգիս, ՀՀ Տավուշի մարզի Բերդ համայնքային փնջերում:
 
47 պետական կազմակերպություն կմասնավորեցվի
 
Խորհրդարանը երկրորդ ընթերցմամբ և ամբողջությամբ ընդունեց «Պետական գույքի մասնավորեցման 2017–2020 թվականների ծրագրի մասին» օրենքի նախագիծը, որով նախատեսվում է մասնավորեցնել 47 կազմակերպություն: Նախագիծը երկրորդ ընթերցմամբ և ամբողջությամբ ընդունելուն կողմ քվեարկեց 58, դեմ՝ 31 պատգամավոր:
Ծրագրով առաջարկվում է մասնավորեցնել 47 պետական կազմակերպություն, որոնցից 23–ը ներառված են եղել դեռևս 2006–2007 թթ. մասնավորեցման ծրագրում: Առաջարկվող ծրագրով կմասնավորեցվեն «Հայփոստ» ՓԲԸ–ն, «Հայավտոկայարան» ՓԲԸ–ն, Տաշիրի կինոցանցի գույքը, «Հայֆիլմ» կինոստուդիա ՓԲԸ–ն, «Հրազդան» մարզահամալիր ՓԲԸ–ն, «Բյուրեղ» հանքային ջրերի գործարանի պետական սեփականություն հանդիսացող բաժնեմասը, Ստեփանավանի օդանավակայանը, առողջապահական մի շարք կազմակերպություններ և այլն:
