«Կոռուպցիայի դեմ պայքարի նոր գործիքակազմերը խորհրդատվական դաշտից գործընթացը տեղափոխում են օրենսդրորեն իմպերատիվության դաշտ»,-Past.am-ի հետ զրույցում անդրադառնալով կոռուպցիայի կանխարգելման մարմնի կարեւորությանը, նման տեսակետ հայտնեց ԱԺ ՀՀԿ խմբակցության պատգամավոր, պետական իրավական եւ մարդու իրավունքների պաշտպանության հարցերի մշտական հանձնաժողովի նախագահի տեղակալ Ռուստամ Մախմուդյանը:

Ըստ պատգամավորի հակակոռուպցիոն մարմնի ստեղծումը ՀՀ-ում ինստիտուցիոնալ նոր բարեփոխում է, որին դեմ գնալը այդքան էլ ողջամիտ չէ. «Մենք մեր առջեւ  պետք է հստակ հարցադրումներ ունենանք՝ ցանկանում  ենք արդյոք պայքարել կոռուպցիայի դեմ, թե՝ ոչ: Հարցն ունի միանշանակ մեկ պատասխան՝ այո, ցանկանում ենք: Բացի այդ ընդհանուր առմամբ անհրաժեշտ է  հաշվի առնել երկու կարեւոր գործոն՝ քաղաքական կամք եւ օրենսդրական հստակ կարգավորումներ»,-ասաց Ռ. Մախմուդյանը:

Նկատի ունենալով, որ այս օրենսդրական նախաձեռնության հեղինակները ներկայացնում են քաղաքական մեծամասնությունը, ուստի ակնհայտ է, որ  քաղաքական կամքն առկա է, սակայն այն չի կարող կյանքի կոչվել առանց օրենսդրական այդ կարգավորումների:

Խոսելով կոռուպցիայի կանխարգելման նոր մարմնի ստեղծման ձեւաչափի մասին, պատգամավորը ընդգծեց. «Մենք այսօր ունենք  բարձրաստիճան պաշտոնատար անձանց էթիկայի հանձնաժողով, որի կատարած հսկայական աշխատանքը նման համեստ ռեսուրսներով անգնահատելի է: Վերջիններիս աշխատանքի արդյունքում ունենք հնարավորինս կատարյալ հայտարարագրերի ներկայացման գործընթաց, այնուամենայնիվ ըստ այդ հանձնաժողովի շարունակում են որոշ բարձրաստիճան պաշտոնատար անձինք հայտարարագրերը ներկայացնել օրենքի խախտմամբ եւ մեխանիզմների բացակայությունը հնարավորություն չի տալիս նրանց նկատմամբ համապատասխան միջոցներ կիրառելու: Այս նոր ստեղծելիք մարմնի պարագայում վստահ եմ, որ գործիքակազմերի բազմազանությունը նման հարցերի պատասխանը կտա առավել  ևս որ նախատեսված է ինչպես վարչական, այնպես էլ քրեական պատասխանատվություն»: Թե տվյալ ձեւաչափի մարմնի գործունեության արդյունավետությունն ինչպիսին կլինի պատգամավորն այս պահին չցանկացավ նշել, ըստ նրա, օրենքը պետք է  աշխատի, որ հասկանանք այն կենսունակ է, թե՝ ոչ:

Ինչ վերաբերում է պետական կառավարման  ոլորտում խորը լատենտայնություն ունեցող կաշառակերությանն ու դրա դեմ պայքարին, Մախմուդյանը նկատել է՝ վերջին տարիներին դրական տեղաշարժեր են գրանցվել.

«Սանդղակի հարաբերակցությամբ գնահատելը փոքր ինչ դժվար է ու սուբյեկտիվ, քանի որ ամեն ինչ պետք է ըստ իրավիճակի գնահատենք: Այսօր մենք ականատես  ենք լինում պետական ծառայության տարբեր համակարգերում ամենապատասխանատու պաշտոններ զբաղեցնող անձանց ձերբակալություններին, որոնք, ինչ խոսք, հենց կոռուպցիայի դեմ պայքարի լայն թափի մասին են վկայում»,-ասաց պատգամավորը:
