Ըստ իրավաբան Տիգրան Սարգսյանի` ԱԺ-ում սահմանադրական փոփոխությունների նախագիծն այնքան գովեցին, որ նույնիսկ Րաֆֆի Հովհաննիսյանը հավատաց, որ տեքստը լավն է: Past.am-ի հետ զրույցում իրավաբանն ասաց, թե մի PR մասնագետ կար, ով ասում էր` «ցանկացած սուտ 100 անգամ ճշտի տեղ ասես, բոլորն էլ կհավատան»:
Ի պատասխան նախագծի հեղինակների այն մոտեցման, որ աշխատանքային իրավունքը չամրագրելը հռչակագրային նորմերից ազատվելու համար է, Տ. Սարգսյանն արձագանքել է. «Եթե հռչակագրային նորմերից ձերբազատվում եք, ապա սահմանադրության 1-ին և 2-րդ հոդվածներից ևս ազատվեք, դրանք նույնպես հռչակագրային են: Իրականում, սահմանադրական նորմերը ոչ միայն կարգավորող նշանակություն ունեն, այլև նպատակներ են: Հռչակագրային նորմերը ցույց են տալիս, թե պետությունը զարգացման ինչ ուղություն է բռնել»:
Վարդան Պողոսյանի այն դիտարկմանը, թե բնակարանային իրավունքը ամրագրված է Սահմանադրությամբ, բայց հռչակագրային լինելով չի կենսագործվում, Տ. Սարգսյանը նշեց. «Բնակարանային իրավունքի իրացման օրինակ մենք տեսնում ենք աղետի գոտում, Երևանի տոնի առթիվ քաղաքապետարանը բնակարաններ տվեց մեր քաղաքացիներին: Եթե հատկացվելիք բնակարանների տրամադրման կարգի խախտում լինի, բնական է, քաղաքացին դատարան էլ կդիմի: Պետությունն իր վրա բեռ է վերցնում և անում է այնքան, ինչքան կարող է: Նույնն էլ աշխատանքի իրավունքի է վերաբերյալ: Իտալիայի սահմանադրությունը, որից այդքան օրինակներ են բերում կառավարման կարգի վերաբերյալ, ամրագրում է աշխատանքի իրավունքը: Երևի այդքան խելք չունեին, որ հռչակագրային նորմերից հրաժարվեին»:
Սարգսյանի խոսքով՝ ցանկացած սոցիալական պետություն աշխատանքի իրավունքը պարտավոր է ամրագրել պետության հիմնական օրենքում և պարտավորվել ոչ թե աշխատանքի տեղավորել յուրաքանչյուրին, ինչպես շատ պարզունակ մարդիկ ընկալում են, այլ հանուն աշխատատեղերի ստեղծման խրախուսել ներդրումները, տնտեսական առողջ և անվտանգ մրցակցությունը:
