Հայաստանում Եվրամիության պատվիրակության ղեկավար, դեսպան Պյոտր Սվիտալսկին չի համարում ապրիլի 2-ին Հայաստանում կայացած ընտրությունների արդյունքները կատարյալ, սակայն վստահ է՝ սա դեռ ճանապարհի կեսն է, եւ շատ անելիքներ կան: Նա այս մասին ասաց Եվրոպական խորհրդի կազմակերպած «Ընտրական զարգացումները Հայաստանում» թեմայով կայացած քննարկման ժամանակ:

«ԵՄ-ն արդեն իսկ արտահայտել է իր նախնական տեսակետը Հայաստանում կայացած վերջին ընտրությունների վերաբերյալ, սակայն եվրոպական կառույցների վերջնական զեկույցին ենք սպասում, եւ դրանից հետո միգուցե նաեւ լրացուցիչ կարծիքներ հրապարակենք: Կարեւոր է սկսել քննարկումները, ներկայացնել փորձը, քաղած դասերը եւ նախանշել հետագա անելիքները: Ինձ թվում է՝ այստեղ գտնվողներից ոչ մեկը չի կարող ասել, որ ընտրությունները ճանապարհի ավարտը եղան, որ Հայաստանը հասել է այն նպատակին, որին ձգտում է, այսինքն՝ ժողովրդավարական ստանդարտների կատարելությանը»,-«Արմենպրես»-ի հաղորդմամբ՝ ասաց նա:

ԵՄ պատվիրակության ղեկավարը նշեց, որ պահանջվեց  25 տարի այդ նպատակի ուղղությամբ շարժվելու համար:

«Գիտեմ՝ ինչ արտաքին եւ ներքին գործոններ են ձևավորել այս ճանապարհը: Ի համեմատ մյուս հետխորհրդային երկրների՝ կարելի է ասել, որ այստեղ իրավիճակը դրական է: Կարծում եմ, որ այս վերջին ընտրությունները ջրբաժան են լինելու, և արդեն հաջորդ ընտրություններին, որոնք հեռու են, եւ որոնց ժամանակ ես միգուցե այստեղ չլինեմ,  ավելի գոհացնող արդյունքներ կգրանցվեն»,-նշեց նա:

Պյոտր Սվիտալսկին շեշտեց, որ Հայաստանում առանձնակի ուշադրության են արժանի ընտրատեղամասերից դուրս տեղի ունեցող գործընթացները:
«ԵՄ նախնական զեկույցում նշվել է, որ եղել են ընտրությունն ուղղորդելու, ձայներ գնելու, ընտրակաշառք բաժանելու և սպառնալիքներ հնչեցնելու դեպքեր: Բուժհաստատություններից մեկում հիվանդների փոխարեն քվեարկել էին բժիշկները: Սրանք անընդունելի երևույթներ են, որոնք պետք է վերացվեն: Հայերը կարիք ունեն խորը ժողովրդավարության, եւ Հայաստանում աշխատելու երկու տարիներին ես հասկացել եմ, որ հայերը գենետիկորեն ազատություն են ուզում, քաջ են այդ պայքարում»,- նշեց նա:
Հայաստանին ուղղված իր ուղերձում նա կոչ արեց ապահովել փոխըմբռնման մոտեցում նաեւ Ընտրական օրենսգրքի բարելավման հարցում՝ ընդգծելով, որ Ընտրական օրենսգրքի շուրջ քննարկումներում մեծ հաջողություն արձանագրվեց ընդդիմության և իշխանության կողմից:

«Կարեւոր էր, որ քաղաքացիական կառույցները նույնպես մասնակցում էին  քննարկումներին, սակայն այդ փոխզիջումը կամ կոնսենսուսը ներառել է ընդամենը սահմանափակ թվով դրույթներ. կային դրույթներ, որոնց շուրջ կոնսենսուս չարձանագրվեց: Սակայն նույնիսկ ամենաժողովրդավար երկրներում քաղաքական ուժերը ձգտում են Ընտրական օրենսգիրքը համապատասխանեցնել իրենց շահերին»,- ասաց Պյոտր Սվիտալսկին՝ հավելելով, որ թե Կենտրոնական ընտրական հանձնաժողովը, թե դատական մարմինները պետք է դարձնել արժանահավատ և հանրային վստահություն վայելող կառույցներ:
