ՀՀ ԱԻՆ-ը պարզաբանել է Սեյսմիկ պաշտպանության ծառայության համակարգի օպտիմալացումը

ՀՀ արտակարգ իրավիճակների նախարարությունը պարզաբանել է Սեյսմիկ պաշտպանության ծառայության համակարգի օպտիմալացման վերաբերյալ ՀՀ կառավարության որոշման նախագծի նպատակները։ Ինչպես «Արմենպրես»-ին ՀՀ արտակարգ իրավիճակների նախարարության տեղեկատվության և հասարակայնության հետ կապերի վարչության տրամադրած պարզաբանման մեջ նշված է. «Հաշվի առնելով հանրային հետաքրքրությունը ՀՀ արտակարգ իրավիճակների նախարարության կողմից Կառավարությանը ներկայացված «Սեյսմիկ պաշտպանության հյուսիսային ծառայություն», «Սեյսմիկ պաշտպանության հարավային ծառայություն», «Սեյսմիկ պաշտպանության արևմտյան ծառայություն» պետական ոչ առևտրային կազմակերպությունները միացման ձևով վերակազմակերպելու և «Սեյսմիկ պաշտպանության արևմտյան ծառայություն» պետական ոչ առևտրային կազմակերպությունը վերանվանելու մասին կառավարության որոշման նախագծի վերաբերյալ՝ ՀՀ ԱԻՆ-ը պարզաբանում է…

1988թ.-ի Սպիտակի երկրաշարժից հետո, դեռևս 20-րդ դարի վերջին ձևավորվեց սեյսմիկ մոնիթորինգի Ազգային դիտացանցի համակարգը: Այսօր այն կարիք ունի արդիականացման և համապատասխանեցման միջազգային բարձր չափանիշներին: Սեյսմիկ մոնիթորինգի համակարգի օպտիմալացումն իրականացվում է ՀՀ ԱԻՆ «Սեյսմիկ պաշտպանության ծառայություն» գործակալության և վերը թվարկված պետական ոչ առևտրային կազմակերպությունների գույքագրման, նրանց գործառույթների ու խնդիրների արդիականացման և կիրառվող  տեխնոլոգիաների թվայնացման նպատակով:

Հարկ է նշել, որ օպտիմալացվում են ոչ թե մասնագիտական գործունեություն իրականացնող ստորաբաժանումները, այլ ադմինիստրատիվ ապարատը. միավորվելու են միմյանց գործառույթները կրկնող ստորաբաժանումները, ինչը հնարավորություն կտա ավելի արդյունավետ կառավարել վերոնշյալ ՊՈԱԿ-ներին տրամադրվող ֆինանսական ռեսուրսները և մարդկային ներուժը, նվազեցնել ծախսը: Հատկանշական է, որ հիմնականում կրճատվում են թափուր հաստիքները, այլ ոչ թե՝ աշխատակիցները:

Ներկայացվող նախագծով տրվող կարգավորումների նպատակն է օպտիմալացման,  վերակազմակերպման, կառուցվածքային և հաստիքային բարեփոխումների, խնդիրների վերաբաշխման միջոցով ապահովել ՀՀ ԱԻՆ կազմում գործող մարմինների և պետական ոչ առևտրային կազմակերպությունների գործունեությունը և առաջադրված նպատակների առավել արդյունավետ իրականացումը: Նախատեսվում է բարելավել և արդիականացնել իրականացվող սեյսմիկ հետազոտությունների որակը, որպեսզի դրանց հիման վրա հետագայում հնարավոր  լինի կանխատեսումներ անել: Ակտիվանալու է նաև համագործակցությունը միջազգային ոլորտում, ինչի շնորհիվ կօգտագործվեն նորագույն տեխնոլոգիաներն ու միջազգային մասնագիտական փորձը»:
