ԱԻՆ-ում գումարված արտահերթ նիստում քննարկվել է թունաքիմիկատների մեկուսացման ծրագիրը

ՀՀ արտակարգ իրավիճակների նախարարությունում կայացավ «Ժամկետանց պեստիցիդների պաշարների ոչնչացում և կայուն օրգանական աղտոտիչներով (ԿՕԱ) վարակված տեղանքների աղտազերծում` քիմիկատների անվտանգ կառավարման» ծրագրի ղեկավար խորհրդի արտահերթ նիստ, որը վարեց ԱԻ նախարար Դավիթ Տոնոյանը։ Ինչպես «Արմենպրես»-ին տեղեկացրին ՀՀ ԱԻՆ տեղեկատվության և հասարակայնության հետ կապերի վարչությունից, քննարկմանը ներկա էին ՀՀ բնապահպանության նախարարի տեղակալ Խաչիկ Հակոբյանը, ՄԱԿ-ի Զարգացման գործակալության ծրագրի տնօրեն Գայանե Ղարաբեբակյանը, Հայաստանում ՄԱԶԾ մշտական ներկայացուցչի տեղակալ Դմիտրի Մարիյասինը, Գյուղատնտեսության և Առողջապահության նախարարությունների ներկայացուցիչներ և փորձագետներ:
Ողջունելով ներկաներին՝ Դ․ Տոնոյանը մաղթեց կառուցողական քննարկում՝ հույս հայտնելով, որ նիստի ընթացքում հնչած առաջարկները, մեկնաբանություններն ու նախաձեռնությունները հնարավորություն կտան հասնել ցանկալի արդյունքի։
«Ժամկետանց պեստիցիդների պաշարների ոչնչացում և ԿՕԱ-ով վարակված տեղանքների աղտազերծում` քիմիկատների անվտանգ կառավարման» ծրագրի նպատակն է ակտիվ սողանքային գոտում գտնվող Նուբարաշենի թունաքիմիկատների գերեզմանոցում թաղված ԿՕԱ-ների արտաբերումը, փաթեթավորումը և ոչնչացման համար տեղափոխումն անվտանգ, մեկուսացված վայր: Այս նպատակով նախատեսվում է տրամադրել պահեստային շինություն, որը հնարավորություն կտա Հայաստանում ունենալ քիմիական վտանգավոր նյութերի պահպանության պահեստային տարածք` համապատասխանեցված բնապահպանական անվտանգության ապահովման ժամանակակից չափանիշներին:
Նիստի ընթացքում քննարկվեցին մի շարք գաղափարներ և տեսակետներ՝ կապված կառուցվելիք պահեստային շինության տեղակայման վայրի, կառուցման ինժեներական լուծումների, ֆինանսական և այլ հարցերի հետ։ Հանդիպման ավարտին որոշվեց, որ մոտ ապագայում ծրագրի ղեկավար խորհուրդը հանդես կգա վերջնական որոշմամբ, որից հետո կմեկնարկեն գործնական աշխատանքները։
Վերոնշյալ ծրագիրը ստորագրվել է ՀՀ բնապահպանության նախարարության և ՄԱԿ-ի Զարգացման Գործակալության միջև և ընդգրկված է ՀՀ կառավարության գերակա խնդիրներում: Մինչև ծրագրի ստորագրումը կազմակերպվել են մի քանի հանրային լսումներ, ինչպես ՀՀ ԱԻ և բնապահպանության նախարարությունների, այնպես էլ ՄԱԿ-ի Զարգացման գործակալության կողմից: Հանրային քննարկումներին մասնակցել են նաև բնապահպանական հարցերով զբաղվող հասարակական կազմակերպությունները:
