Սեյսմիկ պաշտպանության համակարգի օպտիմալացումը կբարձրացնի ծառայության աշխատանքի արդյունավետությունը

Հայաստանի արտակարգ իրավիճակների նախարարության սեյսմիկ պաշտպանության ծառայության համակարգում օպտիմալացումն ուղղված է համակարգի աշխատանքի արդյունավետության բարձրացմանը: «Արմենպրես»-ի հետ զրույցում այս մասին ասաց ՀՀ ԱԻՆ սեյսմիկ պաշտպանության ծառայության գործակալության պետ Հրաչյա Պետրոսյանը: «Գաղտնի չէ, որ գրեթե բոլոր պետական կառույցներում, ինչպես պահանջվում է կառավարության կողմից, անհրաժեշտ է լավագույնս օգտագործել աշխատանքային ժամանակը, աշխատանքային ներուժը, եղած աշխատակիցներով և մասնագետներով հնարավորինս ավելի որակյալ և արագ արդյունավետ աշխատանք ապահովել: Բացառություն չէ նաև սեյսմիկ պաշտպանության ծառայության համակարգը: Մենք ամեն ինչ անում ենք, որպեսզի  առավել ներգրավվենք միջազգային կառույցներում և ոչ միայն լինենք միջազգային կառույցներից ֆինանսավորվող ֆոնդերից օգտվողի դերում, այլ մեր մասնաբաժինն ունենանք միջազգային նախագծերում և աշխատանքներում: Դա կբարձրացնի թե´ ծառայության, թե´ արտակարգ իրավիճակների նախարարության  հեղինակությունը: Այսինքն, մենք պետք է  լինենք ոչ միայն սպառողների, այլ գոնե համամասնակիցների դերում»,- ասաց Պետրոսյանը:

Նա մանրամասնեց, որ օպտիմալացման գործընթացը վերաբերվում է ոչ թե մասնագիտական գործունեություն իրականացնող ստորաբաժանումներին` կենտրոններ, վարչություններ, բաժիններ, որոնք իրականացնում են սեյսմիկ պաշտպանության ծառայության գործառույթներ, այլ ադմինիստրատիվ ապարատին: Այսինքն, միավորվելու են միմյանց գործառույթները կրկնող ստորաբաժանումները, ինչը հնարավորություն կտա ավելի արդյունավետ ձևով կառավարել տարածքային ծառայություններին կամ ՊՈԱԿ-ներին տրամադրվող ֆինանսական ռեսուրսները և մարդկային ներուժը և նվազեցնել ծախսերը: «Օպտիմալացման արդյունքում կրճատվելու է 40 հաստիք տարածքային ծառայությունների  3 ՊՈԱԿ-ներից, 10 հաստիք էլ կրճատվելու է սեյսմիկ պաշտպանության ծառայության գործակալությունից: 24 հաստիք ունենք գործակալությունում, որից 10-ը կրճատվելու է և մնալու է 14-ը: Գործակալության 10 հաստիքները, որոնք կրճատվելու են, թափուր հաստիքներ չեն, մարդիկ աշխատում են, սակայն մենք ամեն ինչ կանենք, որպեսզի այդ մարդկանց տեղավորենք մեր նորաստեղծ ՊՈԱԿ-ում, եթե նրանք ցանկություն հայտնեն աշխատել: Նոր ՊՈԱԿ-ի կենտրոնը լինելու է Գառնի գյուղի մոտակայքում:  Իսկ ընդհանուր առմամբ, եթե  վերցնենք համակարգը` գործակալությունը և երեք ՊՈԱԿ-ները, հիմնականում կրճատվում են թափուր հաստիքները»,- պարզաբանեց Հրաչյա Պետրոսյանը:

Օպտիմալացման արդյունքում տնտեսվող նյութական և ֆինանսական միջոցները նախատեսվում է ուղղել անհրաժեշտ ժամանակակից սարքեր և սարքավորումներ ձեռք բերելուն, միջազգային համագործակցության ակտիվացմանը, թիրախային խոցելի խմբերի՝ երեխաների, հաշմանդամների, մանկատների բնակիչների հետ տարվող աշխատանքներին, որոնք են սեյսմիկ պաշտպանության վարքականոնների ուսուցումը, համապատասխան ուսումնական ձեռնարկների տպագրությանը: Խնայված նյութական միջոցները հնարավորություն կտան ստեղծել ֆինանսական ֆոնդ, ինչը թույլ կտա համակարգ ներգրավել ոլորտում հայտնի լավագույն մասնագետներին:
