ՀՀ տարածքային կառավարման եւ արտակարգ իրավիճակների նախարար Արմեն Երիցյանն ուղերձ է հղել Աղետների վտանգավորության նվազեցման միջազգային օրվա կապակցությամբ: Ինչպես տեղեկացրին ՀՀ տարածքային կառավարման եւ արտակարգ իրավիճակների նախարարությունից, ուղերձում ասված է.
«Հարգելի գործընկերներ, սիրելի հայրենակիցներ, ամեն տարի հոկտեմբերի 13-ը նշվում է որպես Աղետների վտանգավորության նվազեցման միջազգային օր: Բնական, տեխնածին, բնապահպանական, համաճարակային ու սոցիալական արտակարգ իրավիճակները ամեն տարի լուրջ վնաս են հասցնում մեր երկրի տնտեսությանն ու բնակչությանը։ Միջազգային փորձագետներն ընդգծում են, որ աղետներն առավել մեծ վնաս հասցնում են հատկապես աղքատ ու զարգացող երկրներին, որոնք հնարավորություն չունեն լուրջ ներդրումներ կատարելու արտակարգ իրավիճակների ռիսկերի կառավարման ոլորտում: Այս պարագայում աղետների ռիսկի նվազեցումը պետք է լինի համընդհանուր գործընթաց, որը պահանջում է պետական և տեղական ինքնակառավարման մարմինների, մասնագիտական կազմակերպությունների, քաղաքացիական հասարակության, բոլորի և յուրաքանչյուրի մասնակցությունն ու ներդրումը:
Անվտանգ միջավայրի ապահովումը, դեռևս աղետներին նախապատրաստման փուլում ռիսկերի գնահատման և դրանց նվազեցման քայլերը մեր օրակարգի առաջնահերթ հարցերն են: Կարևորելով աղետների ռիսկի նվազեցման գործոնը մեր կյանքի, գործունեության յուրաքանչյուր բնագավառում՝ մենք նպատակ ենք հետապնդում ի մի բերել բոլորիս ջանքերը աղետակայուն երկիր ունենալու մեր ձգտումներում:
Այս բնագավառում Հայաստանի Հանրապետության տարածքային կառավարման և արտակարգ իրավիճակների նախարարության ձեռքբերումները ու հաջողությունները բարձր գնահատականի են արժանացել միջազգային հանրության կողմից: ՄԱԿ-ի կողմից Հայաստանը ճանաչվել է կարճ ժամանակում աղետների և ռիսկերի նվազեցման համար լավագույն փորձի և ձեռքբերումների երկիր:
Հայաստանն այսօր փրկարարական համակարգ և փորձ ներմուծող երկրից վերածվել է փրկարարական փորձ և համակարգ արտահանող երկրի: Ընթացիկ տարում Հայաստանի քաղաքային որոնողափրկարարական թիմը բարձր ցուցանիշներով հանձնեց ՄԱԿ-ի INSARAG-ի արտաքին որակավորումը՝ Հայաստանը դարձավ INSARAG -ի լիիրավ անդամ:
2015 թվականի Աղետների ռիսկերի նվազեցման կարգախոսն է «Գիտելիք հանուն կյանքի»: Այս տարի աղետների ռիսկերի նվազեցման միջազգային օրվա ուշադրության կենտրոնում են գտնվում տեղաբնակների և տեղական համայնքների ավանդական գիտելիքները, որոնք պետք է լրացնեն ժամանակակից գիտության ձեռքբերումները և ավելի ամրացնեն ինչպես առանձին անհատների, այնպես էլ համայնքների ու երկրի անվտանգության պաշարը»:
