Արփինե Հովհաննիսյանը մասնակցել է Վենետիկի հանձնաժողովի 111-րդ լիագումար նիստին

ՀՀ Ազգային ժողովի նախագահի տեղակալ Արփինե Հովհաննիսյանը հունիսի 16-ին մասնակցել է «Ժողովրդարավարություն իրավունքի միջոցով» եվրոպական հանձնաժողովի՝ Վենետիկի հանձնաժողովի 111-րդ լիագումար նիստին: Նիստի ընթացքում քննարկվել է «ՀՀ սահմանադրական դատարանի մասին» սահմանադրական օրենքի նախագիծը, Ընտրական օրենսգրքի վերաբերյալ տրված կարծիքների հետագա ընթացքը՝ ապրիլի 2-ի խորհրդարանական ընտրությունների լույսի ներքո, ինչպես նաեւ ՀՀ դատական նոր օրենսգրքի նախագծի մասին կարծիքի մշակման աշխատանքների ընթացքը: Այս մասին «Արմենպրես»-ին տեղեկացրին ՀՀ ԱԺ հասարակայնության և տեղեկատվության միջոցների հետ կապերի վարչությունից:
Փորձագետները, դրական գնահատելով «ՀՀ սահմանադրական դատարանի մասին» օրինագիծը, մասնավորապես անդրադարձել են օրենքի նախագծում տեղ գտած առավել առանցքային խնդիրներին եւ նշել, որ որոշ դրույթներ հստակեցման եւ կատարելագործման անհրաժեշտություն ունեն:
ՀՀ ԱԺ փոխնախագահ Արփինե Հովհաննիսյանն իր ելույթում շնորհակալություն է հայտնել կարծիքի համար` ընդգծելով, որ Վենետիկի հանձնաժողովի հետ արդյունավետ համագործակցությունը դառնում է լավ ավանդույթ: Նա հավաստիացրել է, որ կարծիքում տեղ գտած առաջարկությունների ճնշող մեծամասնությունը կիրացվի օրենքի նախագծի մեջ: Վենետիկի հանձնաժողովը որոշել է հաստատել կարծիքը:
Նիստի ընթացքում Արփինե Հովհաննիսյանը 2017 թվականի ապրիլի 2-ի ընտրությունների լույսի ներքո ներկայացրել է Ընտրական օրենսգրքի նախագծի վերաբերյալ կարծիքների հետագա զարգացումները եւ նշել, որ ընտրություններն առավելապես անցկացվել են անձի հիմնարար իրավունքների եւ ազատությունների պահպանմամբ, ինչն արձանագրվել է միջազգային դիտորդների կողմից: Առաջին անգամ այս ընտրությունների ժամանակ կիրառվել են ընտրողների գրանցման էլեկտրոնային սարքեր, տեսախցիկներ են տեղադրված եղել մեծ ընտրատեղամասերում, ինչը թույլ է տվել առցանց հետեւել ընտրությունների ընթացքին:
Վերջում Վենետիկի հանձնաժողովն անդրադարձել է ՀՀ դատական նոր օրենսգրքի նախագծի վերաբերյալ կարծիքի մշակման աշխատանքների ընթացքին: Կարծիքի նախագիծը մշակող փորձագետները հայտնել են, որ հունիսի 15-ին հանդիպել են Արփինե Հովհաննիսյանի հետ եւ արդյունավետ քննարկում են ունեցել օրենսգրքի նախագծի առանցքային կարգավորումների վերաբերյալ: Վենետիկի հանձնաժողովը որոշել է լիազորել փորձագետներին նախքան հոկտեմբերյան նստաշրջանում օրենսգրքի վերաբերյալ կարծիքի հաստատումը, դրա նախագիծը տրամադրել հայաստանյան կողմին:
