Կոռուպցիայի կանխարգելման հարցերով հանձնաժողովն իրական պայքարի մեխանիզմներ չի ստեղծում. Իոաննիսյանը չի մասնակցի ՀԿ-ների մրցույթին

Ազգային ժողովը օրեր առաջ հաստատեց «Կոռուպցիայի կանխարգելման հարցերով հանձնաժողովի մասին» օրինագիծն: Ըստ այդմ՝ հանձնաժողովում պետք է ընդգրկվեն նաև հասարակական կազմակերպությունները: Արդարադատության նախարարությունն էլ արդեն իսկ հանձնաժողովում ընդգրկվելու ՀԿ-ների մրցույթ է հայտարարել:
Սակայն Tert.am-ի հետ զրույցում «Իրազեկ քաղաքացիների միավորում» ՀԿ ծրագրերի համակարգող Դանիել Իոաննիսյանը հայտարարեց, թե իրենք մտադիր չեն մասնակցել այս մրցույթին: Նա պատճառաբանեց, որ իրենց ՀԿ-ն չի համարում, որ այս հանձնաժողովը կարող է արդյունքի հասնել: Նա մատնացույց արեց, որ անգամ օրենքի ընդունումից հետո բացեր կան բարձրաստիճան անձանց հայտարարագրերի ներկայացման ու իրավական համակարգի հետ:
«Խնդիրն այն է, որ պաշտոնյաների կողմից ներկայացվող հայտարարագրերը բավականին ծուղակներով են լի՝ պաշտոնյաներին հնարավորություն են տալիս իրենց ունեցվածքը գրանցել այլ անձանց վրա, օրինակ՝ զոքանչի, հարևանի և այլն: Սա հնարավորություն է տալիս իրականում ցույց չտալ իրական գույքը, ինչը բազմաթիվ այլ երկրներում արդեն լուծված խնդիր է: Այս հանձնաժողովն ունենալու է բացառապես վարչական վարույթների լիազորությունները, սակայն այն դեպքում, երբ կա արդեն հանցակազմ գործում, պետք է գործերը փոխանցի իրավապահների, իսկ ՀՀ-ում չկա անկախ իրավապահ մարմին»,- ասաց նա:
Իոաննիսյանի գնահատմամբ՝ այս հանձնաժողովը կոռուպցիայի դեմ պայքարում իրական միջոցներ չի ստեղծում: Նրա կարծիքով՝ միայն հնարավոր է կանխարգելել ավելի փոքր պաշտոնյաների ապօրինի հարստացումը.
«Մանր-մունր չինովնիկների ապօրինի հարստացումը կարող է բացահայտվի, բայց նրանց կոռուպցիան այս երկրի հիմնական խնդիր չէ: Բարձրաստիճան պաշտոնատար անձանց կոռուպցիայի կանխարգելման իրական մեխանիզմներ չենք տեսնում»,- շարունակեց Իոաննիսյանը:
Հարցին՝ չէ՞ որ ՀԿ-ների համար հնարավորություն է ստեղծվել մասնակից լինելու գործընթացին, ճի՞շտ է արդյոք այդ դեպքում հրաժարվելը, «Իրազեկ քաղաքացիների միավորում» ՀԿ համակարգողը պատասխանեց. «Աջակցման մասով ասեմ, որ մենք հրապարակել ենք մեր կարծիքը նախագծի հետ կապված, բերել ենք Ուկրաինայի օրինակը, թե ինչպես կարող է լուծվել մեր կողմից առաջ քաշված խնդիրը: Մենք լուծման ճանապարհներ էլ ասել ենք, սակայն խնդիրը լուծված չէ: Մենք համարում ենք, որ այս հանձնաժողովը չի կարող բացահայտել ու կանխարգելել բարձրաստիճան անձանց կոռուպցիան: Ես համաձայն չեմ, որ ՀԿ-ները բոյկոտում են ցանկացած նման նախաձեռնություն: Հիշեցնեմ, որ մենք մասնակցել ենք «4+4+4»-ին, Ոստիկանություն, Արդարադատության նախարարություն դիտորդական խմբերին և այլն»:
