Կառավարության ծրագրում անհրաժեշտ են հեղափոխական, կտրուկ քայլեր. տնտեսագետ

Կառավարության ծրագիրը` որպես փաստաթուղթ, կարելի է ասել, գրված է որակով: Խնդիրը ոչ թե ծրագրի որակն է, այլ դրա իրականացումն ու ազդեցությունը: Այս մասին Tert.am –ի հետ զրույցում ասաց տնտեսագետ Մեսրոպ Առաքելյանը՝ անդրադառնալով կառավարության ներկայացրած ծրագրին, թիրախավորված ցուցանիշներին:
Ծրագրով նախատեսվում է, որ առնվազն 2022 թ-ին արտահանման ծավալը կկազմի 45 տոկոս, ներդրումնհերի ծավալը ՀՆԱ-ի առնվազն 5 տոկոսին կհասնի, տնտեսական աճը կկազմի 5 տոկոս:
«Թիրախավորված ցուցանիշները հասարակության լայն շերտերին ընդհանրապես չեն հետաքրքրում: Քաղաքացին ուզում է լավ ապրել, հոգալ ընտանիքի ծախսերը` առանց արտագաղթի ուղին բռնելու: Արդյոք 5 տոկոս տնտեսական աճը ապահովելո՞ւ է այդ ցանկությունը: Դա է կարևորը, թե չէ էլեկտրոնային համակարգերի ներդրումներ, պետական կառավարման համակարգում նորարարական մոտեցումներն ամենևին չեն լուծելու սոցիալական խնդիրները»,– ասաց նա:
Ըստ տնտեսագետի՝ ակնհայտ է մի բան` ՀՀ քաղաքացին տարեցտարի ավելի վատ է ապրում և նույնը շարունակվում է այս կառավարության 9 ամիսների գործունեության արդյունքում: «Խնդիրները դարձել են ընդհանուրից մասնավոր, յուրաքանչյուր ընտանիքին հետաքրքրում է իր օրվա հոգսը, հետևաբար, անհրաժեշտ են հեղափոխական, կտրուկ քայլեր»,- շեշտեց նա:
Տնտեսագետի դիտարկմամբ՝ ծրագրում չկա որևէ խոսք հարկային օրենսգրքի էական փոփոխությունների մասին, որոնք դրական տեղաշարժ կապահովեն: Մեսրոպ Առաքելյանը կարծում է, որ 20-ի հասնող հարկատեսակների պարագայում խոսել ներդրումների աճից, տնտեսության զարգացումից, բավականին անիրատեսական է:
«Անհրաժեշտ է հարկերի քանակի, ինչպես նաև փոքր բիզնեսի համար հարկային դրույքաչափերի էական կրճատում, որն առաջին հերթին հնարավորություն կտա մի քանի հարյուր հազար ընտանիքների բարելավել իրենց սոցիալական վիճակը: Ընդհանրապես, կառավարության գործունեության գլխավոր թիրախ-ցուցանիշը լինելու է արտագաղթի ծավալները: Եթե այս և առաջիկա տարիներին մարդիկ շարունակեն արտագաղթել, ուրեմն և՛ ծրագիրը, և՛ ծրագրի իրականացումը մնալու է ուղղակի հերթական բարեմաղթանքը»,-եզրափակեց տնտեսագետը:
