Վարչապետի հավեսն ու պառլամենտի «լոքշը»

Այսօր վարչապետ Կարեն Կարապետյանը Ազգային Ժողովի քննարկմանը ներկայացրեց Կառավարության նոր ծրագիրը: Ինչպես Էդմոն Մարուքյանը նկատեց՝ վարչապետը շատ անհավես էր ներկայացնում ծրագիրը, այնինչ նշանակման սկզբում ոգևորությունը նկատելի էր:
Իսկապես, վարչապետի ոգևորությունը քիչ էր: Պաշտոնավարման ամիսների ընթացքում կամ չի ստացվել գրանցել խոստացված արդյունքները կամ էլ Կարապետյանն ընտելացել է հայաստանյան քաղաքական կյանքի գաղջին ու ձանձրույթին և հասկանում է, որ հրապարակավ ոգևորությամբ չէ, որ հարցեր են լուծվում:
Եվ այս իմաստով Կարապետյանը ճիշտ է: Պառլամենտական քննարկումները որևէ կերպ չեն ազդում իշխող ուժի ներկայացրած նախագծերի ու ծրագրերի վրա: Դրանք ավելի շատ ընդդիմության համար հանրային օրակարգ ձևավորելու հարթակ են: Ընդդիմությունը նաև ստիպված է գնում սրան, որովհետև չունենալով որևէ տեսական հնարավորություն փոխել մեծամասնության քվեարկության ընթացքը, ընդդիմությանը մնում է թունդ քննադատություններ, մետաֆորներ արտաբերել պառլամենտական հարթակից:
Իսկ իշխանության ներսում, բացի հերթապահ ու սիմվոլիկ հարցերից, փաստորեն միայն գեներալ Սարոյանն է, որ որոշակի տհաճ հարցադրումներ կարող է տալ:
Նշանակու՞մ է սա , որ իշխանության ներսում բանավեչ չկա: Ոչ: Բանավեճ ու հակադրություն կա, այն էլ մեծ ծավալների, բայց այն չի արտահայտվում հրապարակավ: Պառլամենտում իշխանությունը դրսևորում է միասնականություն, իսկ հակադրությունները կարգավորվում են պառլամենտից ու հրապարակային հարթակներից դուրս:
Այս իմաստով, հետաքրքրական է Փաշինյանի ու Մարուքյանի նույնաբովանդակ հարցը Կարապետյանին ՝ նրա հետագա պաշտոնավարման մասին: Հարցն, իսկապես, օրակարգի հետ կապ չունի: Պարզապես, ինչպես վերը նշվեց, չունենալով քվեարկության վրա ազդելու ռեալ լծակ, ընդդիմադիրները փորձում են ինտրիգ մտցնել քաղաքական պրոցեսի մեջ: Առավել հետաքրքրական է, որ Կարապետյանը գնաց այդ ինտրիգին, սրեց այն, այնինչ կարող էր հստակ ժխտել կամ հաստատել, կամ տալ որևէ պաշտոնական լղոզող պատասխան: Թե ինչու Կարապետյանը օրակարգից դուրս հարցերի շուրջ ստեղծված ինտրիգին մասնակից դարձավ, դժվար է ասել: Միգուցե նա ևս հոգնե՞լ է հակադրությունների ու ներիշխանական առեղծվածների փակ լուծումներին ու ցանկանում է հրապարակավ հավաստիացումներ ստանալ:
Ընդհանուր առմամբ, սակայն, վարչապետի անհավես վիճակն ու պառլամենտական մեծամասնության լռելայն կեցվածքը բնութագրում են այժմ Հայաստանում տիրող ներքաղաքական և մասնավորապես ներիշխանական իրավիճակը:
