«Իրատես» թերթը գրում է. «Հայաստանում ԱՄՆ-ի դեսպան Ռիչարդ Միլզը մեկամսյա դադարից հետո ճշտել է, որ 8 միլիարդի ներդրումները «կարող են իրականացվել, երբ էլեկտրաէներգիայի շուկան ամբողջովին ազատ կլինի, եւ հնարավոր կլինի Հայաստանից Վրաստան, Իրան էլեկտրաէներգիա արտահանել»: Թուրքիա էլեկտրաէներգիայի արտահանման հնարավորությունը նույնպես իրական հնարավորություն է ներդրումների համար: Այդ ներուժը կարող է իրացվել, երբ լինեն ենթակառուցվածքներ: Ներդրումները կարող են ուղղվել նաեւ վերականգնվող էներգետիկայի ոլորտ:
Ինչ համառ են ԱՄՆ-ի դեսպանները: Նախորդը աշխարհով մեկ Հայաստանի համար ներդրողներ էր որոնում, ներկան ուզում է Հայաստանը դուրս բերել շրջափակումից ու էներգետիկ կախվածությունից: Համառ են, որովհետեւ թիկունքում ԱՄՆ ունեն: ԱՄՆ-ում փոխվում են նախագահները, քաղաքականությունը չի փոխվում: Գերտերությունն ունի գերակայություններ ու հավատարիմ է իր քաղաքականությանը: Գերտերություն լինելն առավելություն է տալիս չնկատելու տեղական իշխանության դիմադրությունը: Ռիչարդ Միլզը դա կարող է իրեն թույլ տալ եւ առաջ տանել իր ծրագիրը: Նա մեծահոգի է: Եվ՝ համբերատար:
Ոչինչ, որ վարկերի հաշվին ապրող Հայաստանը գործնականում 8 միլիարդ դոլարի ներդրումը համարում է ավելորդ, ոչինչ, որ հերթով մերժում է տնտեսության զարգացման համար շահեկան, բայց «վտանգավոր» քաղաքական առաջարկները՝ միայն մնա կայուն ու ապահով: Ռիչարդ Միլզը փաստացի ուզում է Հայաստանի էներգետիկ շուկայում վերանա մոնոպոլիան: Հունիսի 1-ին կառավարությանն է ներկայացվել ԱՄՆ-ի Միջազգային զարգացման գործակալության փորձագետների հետ մշակած միջոցառումների ծրագիր-ժամանակացույցը, որ 3-4 տարիների ընթացքում ազատականացում է նախատեսում:
Իսկ «Գազպրո՞մը»: Իմաստ չուներ, որ Վաշինգտոնը Երեւանին առաջարկեր մի ծրագիր, որը մերժելու էր Մոսկվան: Դեսպանի հայտարարության հիմքում կարող է լինել ԱՄՆ-ՌԴ էներգետիկ գործակցություն՝ տարածաշրջանային կտրվածքով, որ հեռանկարում լուծելու է նաեւ քաղաքական ու տարածաշրջանային տնտեսական խնդիրներ: Իհարկե, ԱՄՆ-ՌԴ ներկա լարված հարաբերությունների համապատկերում դա հնչում է արտառոց ու անհնար: Պատժամիջոցներ, հակասություններ Սիրիայում, Կոնգրեսի հանձնաժողովներում հետաքննություններ ու հակառուսական ելույթներ, դեմոկրատների դեմարշներ հանրապետականների ու Դոնալդ Թրամփի դեմ եւ ինչ-որ ծրագիր Հայաստանում, որին առնչվում է Իրանը, որի հետ Վաշինգտոնի հարաբերությունները չեն ստացվում, Վրաստանը, որի հետ Մոսկվայի հարաբերությունները չեն ստացվում, Թուրքիան, որի հետ ոչ մեկի հարաբերությունները չեն ստացվում:
Բայց հենց դա է խաղի հմայքը եւ դիվանագիտական այսբերգի իրական հատվածը: Իսկ գուցե` ոչ: Ո՞վ գիտի: Գուցե միայն Կարեն Կարապետյանը, որ ընդունել է եւ՛ Ռիչարդ Միլզին, եւ՛ Ալեքսեյ Միլլերին, եւ՛ Թբիլիսի է գնացել, եւ՛ խոստանում էր Թեհրան գնալ, բայց նա ոչինչ չի ասի»:
