Ռուսական կողմը կրկին բարձրացնում է ԼՂ հակամարտության գոտում խաղաղապահ զորքեր տեղակայելու հա՞րցը. «Փաստ»

«Փաստ» օրաթերթը գրում է.
ՀՀ–ում ԵՄ պատվիրակության ղեկավար Պ. Սվիտալսկին հայտարարել է, որ հուլիսի սկզբին Հայաստան է ժամանելու Հարավային Կովկասի և Վրաստանի ճգնաժամի հարցերով ԵՄ հատուկ ներկայացուցիչ Հերբերտ Զալբերը: Հընթացս Սվիտալսկին նաև աջակցություն է հայտնել ԵԱՀԿ Մինսկի խմբի գործունեությանը, որը նրա խոսքերով, «կատարում է շատ լավ աշխատանք այս բավականին բարդ միջավայրում, որտեղ կան բազմաթիվ մարտահրավերներ»: Եվ ներմուծել է «հետկոնֆլիկտային ռեաբիլիտացիա» հասկացությունը: Պետք է ենթադրել, որ խոսքն այն իրավիճակի մասին է, որը հակամարտության գոտում ստեղծվել է 2016 թ. ապրիլից հետո:
Ուշագրավ է, որ Սվիտալսկին իր հայտարարությունն արել է Մինսկի խմբի՝ տարածաշրջան այցից հետո, երբ Ադրբեջանը, արդեն ավանդույթ դարձած ձևով, քննադատեց խմբի աշխատանքը, դժգոհեց նրա անարդյունավետությունից: Ուստի տպավորություն է ստեղծվում, որ Զալբերի այցը նպատակ ունի ամրացնել Մինսկի խմբի դիրքերը: Միաժամանակ իր հայտարարության մեջ Սվիտալսկին խոսել էր «տարածաշրջանում առկա բազմաթիվ մարտահրավերների մասին»: Ըստ քաղաքական վերլուծաբան Ս. Տարասովի, դա պատահական չէ: «Հուլիսի սկզբին ընդլայնված պատվիրակության կազմում Զալբերը բանակցություններ էր վարել ՌԴ փոխարտգործնախարար Գրիգորի Կարասինի հետ: Քննարկվել էր անվտանգության խնդիրն Անդրկովկասում, Վրաստանի և Աբխազիայի ու Հարավային Օսիայի հետ սահմանին տիրող վիճակը, ինչպես նաև Ժնևյան բանակցությունները»,– նշում է վերլուծաբանը և հավելում, որ «ԼՂ–ն հայտնվել է երեք գործընթացների կենտրոնում՝ հյուսիսից՝ Վրաստանի կողմից, հարավից՝ Մերձավոր Արևելքի, իսկ արևելքից՝ Ադրբեջանի:
Ուստի տպավորություն է ստեղծվում, որ ղարաբաղյան ուղղությամբ ադրբեջանական դիվանագիտության կոպիտ աշխատանքը, ուժային մեթոդներ կիրառելու բացահայտ սպառնալիքները հաշվարկված ու պայմանավորված են Վրաստանում և Մերձավոր Արևելքում հնարավոր իրադարձություններով և այնպիսի իրավիճակի ձևավորմամբ, որը «կսահմանափակեր Ռուսաստանի գործողությունները»:
Ուստի այս վիճակից ելք գտնելու համար վերլուծաբանն առաջարկում է ոչ թե պարզապես շարունակել բանակցությունները Մինսկի խմբի շրջանակներում, այլև այդ գործընթացին ուղղակի մասնակից դարձնել ԼՂ–ն: Խմբի համանախագահները, որոնց երկրները նաև ՄԱԿ ԱԽ մշտական անդամներ են, պետք է Բաքվին համոզեն հրաժարվելու հակամարտության լուծման ուժային մեթոդներից, հակառակ դեպքում՝ համաշխարհային հանրության միջոցով պարտադրեն խաղաղ խամաձայնագիր, հրաժարում զինված պայքարից: «Միգուցե նպատակահարմար լինի ՄԱԿ ԱԽ որոշմամբ ԼՂ–ին շնորհել ենթամանդատային տարածքի կարգավիճակ, մտցնել խաղաղապահ կորպուս»,– կարծիք է հայտնում վերլուծաբանը: Մի խոսքով, պետք է գործել ոչ ստանդարտ ձևով՝ կանխելու տարածաշրջանում անցանկալի իրադարձությունների զարգացումը:
Հ.Գ. Ըստ ամենայնի, Տարասովի շուրթերով խոսում է ռուսական դիվանագիտությունը, որի վաղեմի երազանքն է եթե ոչ ռուսական, ապա գոնե ՀԱՊԿ զորքեր մտցնել հակամարտության գոտի՝ լիարժեք վերահսկողություն սահմանելու նպատակով:
