Հայաստանից ԵՄ մինչև 6000 եվրոյի ապրանք արտահանելու դեպքում սերտիֆիկատի կարիք չի լինի

Եվրոպական միությունը ներդրել է մի համակարգ, ըստ որի` Հայաստանից դեպի ԵՄ տարածք մինչև 6000 եվրոյի ապրանք արտահանելու դեպքում ծագման սերտիֆիկատ ունենալու կարիք չի լինի: Այս մասին հունիսի 22–ին լրագրողների հետ ճեպազրույցում ասաց ՀՀ տնտեսական զարգացման և ներդրումների նախարարի առաջին տեղակալ Գարեգին Մելքոնյանը: Նրա խոսքով` Հայաստանն այդ ծրագրի շահառուն է լինելու 2018 թվականից:
«Սրանից օգտվելու համար կազմակերպությունները նախապես պետք է գրանցված լինեն հատուկ համակարգում: Սա կարևոր է, քանի որ համեմատաբար փոքր ծավալով արտահանողների համար ստեղծվում է արտոնյալ հնարավորություն` մեկ փաստաթուղթ ունենալու պահանջը պակասում է, որն, ըստ էության, նշանակություն ունի ժամանակի և գումար խնայելու տեսանկյունից»,– ասաց նա:
Փոխնախարարի տեղեկացմամբ` գոյություն ունի նաև ԵՄ–ի կողմից ստեղծված և գործող էլեկտրոնային բազա, որի շնորհիվ բոլոր այն ընկերությունները, որոնք հետաքրքված են ԵՄ արտահանելու հարցով` համակարգի միջոցով կարող են մանրամասն տեղեկատվություն ստանալ, թե կոնկրետ ապրանքը ԵՄ ներմուծելու պարագայում ինչպիսի մաքսատուրքի դրույքաչափ է գործում, «GSP+»–ն այն զրոյացնում է, թե ոչ, բացի տարիֆային սահմանափակումներից ի՞նչ այլ տեսակի ոչ տարիֆային սահմանափակումներ են գործում` սերտիֆիկատներ, փաստաթղթեր:
«GSP+» համակարգին անցմամբ պայմանավորված` Հայաստանը կունենա դեպի ԵՄ տարածք արտահանման շարունակական աճ:
«Դրա շնորհիվ հայկական այն ապրանքները, որոնք մտնում են «GSP+» համակարգով նշված 6400 ապրանքի ցանկում, ստանում են զրոյական մաքսատուրք: Այն էժանացնում է մեր տեղական արտադրանքը ԵՄ–ի շուկայում և ավելացնում մրցակցային առավելությունն այլ ապրանքների նկատմամբ: Սա կարևոր հանգամանք է, քանի որ կազմակերպություններին հնարավորություն է տալիս էլ ավելի արդյունավետ ներկայացնելու իրենց ապրանքն այդ շուկայում: Ունենք կոնկրետ շեշտադրում, որպեսզի ընդլայնվի ապրանքային կառուցվածքը, քանի որ շատ ձեռնտու է հնարավորինս մեծ տեսականի ունեցող ապրանքներ արտահանել ԵՄ տարածք»,– ասաց Մելքոնյանը` հավելելով, որ Հայաստանից արտահանման ընդհանուր կառուցվածքում «GSP+» համակարգից հիմնականում օգտվում են խոշոր ապրանքային խմբերը, մասնավորապես` մետալուրգիայի արտադրանքը, սնունդը, տեքստիլը, խմիչքները, ձկնամթերքը:
