ՀՀ Նախագահը շատ նուրբ հասկացրել է` Արա Աբրահամյանը չի կարող մասնակցել 2017թ պառլամենտական ընտրություններին

Գիտեմ, որ ՖԲ-ում լուրջ թեմանը անլուրջ են ընկալվում: Բայց փորձեմ մի փոքր վերլուծություն անեմ:

Հոկտեմբերի 12-ին ՀՀ Նախագահ Սերժ Սարգսյանը «Ռուսաստանի հայերի միություն» համառուսաստանյան հասարակական կազմակերպության 15-ամյա հոբելյանի առթիվ ուղերձ է հղել։ 

Մեջբերեմ մի հատված այդ ուղերձից. «ՌՀՄ-ի կայացման գործում որոշիչ դեր խաղաց կազմակերպության հիմնադրի և անփոփոխ ղեկավարի՝ Արա Աբրահամյանի նպատակաուղղված աշխատանքը, ով երկար տարիներ մշտապես բնակվելով Ռուսաստանում, շատ բան է անում մեր եղբայրական պետությունների միջև բազմակողմ կապերի հետագա ամրապնդման համար» :

Իսկ հիմա ուշադրություն դարձրեք մի, առաջին հայացքից, աննշան և անշառ ֆրազի. «... Արա Աբրահամյանի ՆՊԱՏԱԿԱՈՒՂՂՎԱԾ ԱՇԽԱՏԱՆՔԸ ՈՎ ԵՐԿԱՐ ՏԱՐԻՆԵՐ ՄՇՏԱՊԵՍ ԲՆԱԿՎԵԼՈՎ ՌՈՒՍԱՍՏԱՆՈՒՄ» :

Արա Աբրահամյանը հայտարարում է, որ պատրաստվում է մասնակցել ՀՀ-ում ապագա ընտրական պրեցեսսներին: Համաձայն ՀՀ Սահմանադրության Հոդված 64.-ի  Պատգամավոր կարող է ընտրվել քսանհինգ տարին լրացած, վերջին հինգ տարում Հայաստանի Հանրապետության քաղաքացի հանդիսացող, վերջին հինգ տարում Հանրապետությունում մշտապես բնակվող եւ ընտրական իրավունք ունեցող յուրաքանչյուր ոք»: Այս դրույթը չի փոխվում նաև նոր Սամանադրության նախագծում: 

Իսկ եթե մարդը մշտական բնակվում է Ռուսաստանում, չի կարող միաժամանակ մշտական բնակվել Հայաստանում: Այստեղից էլ բխում է, որ ՀՀ Նախագահը շատ նուրբ հասկացրել է, որ Արա Աբրահամյանը, համաձայն ՀՀ Սահմանադրության չի կարող մասնակցել 2017թ պարլամենտական ընտրություններին:
