Ինչու է կառավարությունը հավանություն տվել «Սպայկա»-ի ու «Արմսանպրոդակտ»-ի ծրագրերին

Այսօր ՀՀ Կառավարությունը հավանություն է տվել «Սպայկա» և «Արմսանպրոդակտ» սահմանափակ պատասխանատվությամբ ընկերությունների կողմից ներկայացված Նորագավիթ թաղամասին հարող տարածքում 110 հա կիսափակ ջերմոցային համալիրի և պանրի գործարանի կառուցման ներդրումային ծրագրերին:
Դրանք պետություն-համայնք-մասնավոր համագործակցությամբ, ժամանակակից և գերժամանակակից տեխնոլոգիաների ներդրմամբ բիզնես-նախաձեռնություններ են, որոնց պետությունն ու համայնքը մասնակցում է բացառապես ծրագրի նպատակների իրականացման նշանակությամբ հողի տրամադրման ձևով, իսկ մասնավորը պարտավորվում է ապահովել ավելի քան 200 մլն ԱՄՆ դոլարին համարժեք դրամի ներդրում, ինչի հաշվին մինչև 2020 թվականը ամայի 110 հա հողամասի վրա կկառուցվի կիսափակ ջերմատնային տնտեսություն և տարեկան 1000 տ արտադրողականությամբ բորբոսով պանրի գործարան. կստեղծվեն ավելի քան 1300 մշտական աշխատատեղեր, կընդլայնվի արտադրությունը՝ ապահովելով միջազգային շուկա տարեկան մոտ 60 հազար տոննա մաքուր էկոլոգիական բանջարեղենի և շուրջ հազար տոննա պանրի արտահանում:
Սրանք հենց այն արդիական գործարար-նախագծերից են, որոնք կառավարությունը հռչակել է որպես զարգացման հիմնօրինակ և նախաձեռնողների հետ միշտ պատրաստ է լինելու համագործակցության։
Անկախ այն բանից, որ այս պայմանավորվածությունն ինքնին տեղավորվում է կառավարության հռչակած գերակայությունների դաշտում, դրա ձեռքբերման փուլում մանրակրկիտ բանակցությունների ժամանակ «Սպայկա» և «Արմսանպրոդակտ» սահմանափակ պատասխանատվությամբ ընկերությունները հայտարարել էին մայրաքաղաքի զարգացման ծրագրերին իրենց մասնակցության ավելացման մասին՝ 2017 թվականի ընթացքում ֆինանսավորելով ավելի քան 1 միլիարդ դրամի համայնքային զարգացման ծրագրեր։
Ցավոք ձևակերպումների իրավաբանական նրբություններն այս որոշումը քննարկման առարկա են դարձրել, սակայն ակնհայտ է, որ պետություն-համայնք-մասնավոր համագործակցությամբ այս նախաձեռնությունները ժամանակի ընթացքում ոչ միայն չեն թողնելու թերահավատության որևէ նշույլ, այլ օրինակ են դառնալու նոր սերնդի տեխնոլոգիական ծրագրերի իրականացման համար։
