Տնտեսագետը Հայաստանի կառավարության գործունեության ծրագիրը կայունացումից դեպի զարգացման տանող է համարում

Հայաստանի կառավարության գործունեության ծրագիրը հավակնոտ է. այն կայունացման քաղաքականությունից դեպի զարգացման տանող ծրագիր է: «Արմենպրես»-ի հաղորդմամբ` այս մասին հունիսի 24-ին լրագրողների հետ հանդիպման ժամանակ ասաց Հայաստանի պետական տնտեսագիտական համալսարանի դոցենտ, տնտեսագետ-փորձագետ Ատոմ Մարգարյանը: Նա որպես ծրագրի թիրախներ առաձնացրեց ՀՆԱ-ի 5 տոկոսանոց աճը, առաջիկա հինգ տարիներին նվազագույն աշխատավարձի 25 տոկոսով բարձրացումը մինչև 75 հազար դրամ, աղքատության մակարդակի մինչև 18 տոկոս իջեցումը: Նրա խոսքով` ամենակարևոր նշաձողերից մեկը արտահանման և ՀՆԱ-ի հարաբերակցության 40 տոկոսի աճի ապահովումն է, որն ըստ տնտեսագետի, շատ բարձր ցուցանիշ է:
«Տնտեսական ակտիվության հինգ տոկոս աճն այս պահին համարում եմ իրատեսական: Այս տարվա 3,2 տոկոսը բավականաչափ լարված ցուցանիշ է, սակայն 5 ամիսների ցուցանիշներից դատելով իրականանալի է: Ներկայումս երկարաժամկետ գործոններից արտաքին պարտքը դուրս է եկել կայունության տիրույթից և աշխատում է տնտեսական աճի դեմ: Մակրոտնտեսագետների մոտ կան այդպիսի ուսումնասիրություններ, որ եթե երկրի արտաքին պարտքը գերազանցում է 35-36 տոկոսի սահմանագիծը` դժվարություններ է ստեղծում տնտեսական աճի համար: Եվ բարձր տնտեսական աճի տիրույթում կարող է խնդիրներ ստեղծել: Հավանաբար, ծրագրի կազմման ժամանակ հաշվի է առնվել նաև այս գործոնը»,-ասաց Մարգարյանը` հավելելով, որ ներկայումս ՀՆԱ-ի և արտահանման հարաբերակցությունը չի հասնում 20 տոկոսի և եթե հաշվի առնենք այդ երկու ցուցանիշների առաջիկա դինամիկան` կառավարությունը շատ լուրջ ջանքեր պետք է գործադրի և վարի նոր արդյունաբերականացման քաղաքականություն:
Տնտեսագետի դիտարկմամբ` 5 տարվա ընթացքում 40 տոկոս արտահանման ցուցանիշի հասնելու համար հարկավոր է փոխել տնտեսական մոդելը: Մարգարյանի խոսքով` մեր տնտեսությունը հիմնված է սպառողական մոդելի վրա, որտեղ հիմնական ներդրողը եղել է պետությունը, իսկ ներկայումս այդ հնարավորությունները շատ սահմանափակ են: «Մասնավոր տրանսֆերտները գրեթե կրկնակի նվազել են և հանքարդյունաբերական ոլորտը գնային առումով բավականին խնդրահարույց վիճակում է: Ներդրումային առումով բավականին ռիկսային է մեր պետությունը: Այս հինգ ամիսների ընթացքում ցուցանիշներ կան, որ մոտ 300 մլն դոլարի ներդրումային ծրագրեր են իրականացել: Իսկ 840 մլն դոլարի ներդրումների կանխատեսումները, իմ կարծիքով, իրատեսական են»,- ասաց տնտեսագետը` կարծիք հայտնելով, որ նման գործոններով հնարավոր կլինի ապահովել արտահանման ծավալների աճը:
