Վարչապետի շաբաթն ու կիրակին

Կառավարության հերթական նիստում վարչապետ Կարապետյանը հորդորել էր կառավարության անդամներին աշխատանքային շաբաթը դարձնել 6օրյա ու ադապտացվել այդ ռեժիմով աշխատելուն: Մինչ այդ էլ, նա խոսել էր աշխատանքային արտակարգ ռեժիմի անցնելու մասին:
Վարչապետի այս քայլը ենթադրվում է, որ կաբձրացնի կառավարության աշխատանքի արդյունավետությունը: Խնդիրները երկրում իրոք շատ են, նախարարները շատ կաշխատեն ու արդյունքները դրական կլինեն. սա է ընկած նմանատիպ որոշման հիմքում:
Կարապետյանի կառավարությունը, նրա աշխատալեաոճը, կազմը ապացույցն են այն բանի, որ Հայաստանի հիմնական խնդիրը ոչ օդիոզ պաշտոնյաներն են, ոչ էլ պետական ապարատի գերհագեցվածությունն ու բառադիությունը: Նրա Կառավարությունում ներկայացված են տարբեր ոլորտների պրոֆեսիոնալներ, նրանք աշխատում են նաև շաբաթ օրերին, կիրակի օրերին հաճախ գնում են մարզային այցելությունների կամ խորհրդակցությունների: Սկանդալային դեպքերի, կրիմինալի հետ նրա կառավարության անդամները կապ չունեն, պատասխանում են քաղաքացիների հեռախոսազանգերին, բայց այդպես էլ չի հաջողվում Հայաստանի տնտեսության մեջ թարմ լիցքեր մտցնել:
Հայաստանի զարգացման առաջնային խոչընդոտը ոչ օդիոզ պաշտոնյաներն են, ոչ օլիգարխները, ոչ պետական ապարատի ուռճացվածությունը: Հայաստանի զարգացման խոչընդոտը հարաբերությունների այն որակն է, որ կա հարևանների հետ: Երկու փակ սահման, աբխազական արգելակված երկաթուղի, Իրանի հետ հարաբերությունների զարգացման հարցում ռուսական կողմից թելադրվող կաշկանդվածություն: Առանց այս խնդիրները լուծելու, հնարավոր չէ էական տեղաշարժ գրանցել: Իսկ սրանք քաղաքական բնույթի խնդիրներ են, վարչապետն էլ քաղաքականությամբ չի ցանկանում զբաղվել ու փորձում է արդյունավետ մենեջմենթով հարցերը կարգավորել: Բայց Հայաստանը ՍՊԸ կամ կոմերցիոն ընկերություն չէ, պետություն է, պետություններին բնորոշ քաղաքական ու քաղաքակրթական խնդիրներով: Ու քանի դեռ այս մոտեցումը գերակա չէ, ինչքան էլ աշխատանքային շաբաթը դառնա 6օրյա, իսկ աշխատանքային օրվա ժամանակը 8-ից դառնա 18, խնդիրները մնալու են չլուծված: Աճելու է հանրային սիմպատիան, այն էլ միառժամանակ, բայց տնտեսական ցուցանիշները չեն աճելու:
