Տնտեսագետը դրական է գնահատում կառավարության ծրագրում տեղեկատվական տեխնոլոգիաներին ուղղված շեշտադրումները

Հայաստանի կառավարության 5 տարիների գործունեության ծրագրում տեղեկատվական տեխնոլոգիաներին ուղղված բավականին շատ շեշտադրումներ կան: «Արմենպրես»-ի հաղորդմամբ` այս մասին հունիսի 24-ին լրագրողների հետ հանդիպման ժամանակ նշեց տ.գ.թ. դոցենտ, փորձագետ Վիլեն Խաչատրյանը: Նա դրական գնահատեց կադաստրի, առողջապահության, նոտարիատի և այլ ճյուղերի էլեկտրոնային համակարգերի անցումը:
«Կարծում եմ՝ կառավարությունն իր կառավարման ներքին խնդիրների լուծման և այդ տեղեկատվական պլատֆորմների ձևավորման տեսանկյունից լուրջ շեշտադրում է կատարել: Ես նկատեցի, որ տարբեր ինստիտուտների տվյալների բազաները միմյանց հետ կապելու և պետական կառավարման համակարգը կատարելագործելուհնարավորություն ունի այս ծրագիրը»,- ասաց տնտեսագետը:
Նա նկատում է նաև, որ կառավարության գործունեության ծրագրով նախանշված հարկերի տեսակարար կշիռը 2.5 տոկոսով ՀՆԱ-ում ավելացնելը բավականին մեծ ցուցանիշ է: Ծրագրում, սակայն, չկա հստակ նշված՝ այն լինելու է ստվերի կրճատմա՞ն, թե բիզնեսի առաջխաղացման հաշվին:
«Ժողովրդագրական տեսանկյունից դրված է մինչև 2040 թվականը Հայաստանում 4 մլն մարդու ապրելու նպատակը, սակայն այս ծրագրում խուսափել են և գրել` թվաքանակի էական աճի ապահովում: Այստեղ 4 խնդիր պետք է լուծել, կանխել արտահոսքը և մահացությունը, ծնելիության աճ ապահովել, ինչպես նաև ներգաղթ կազմակերպել: Այս ծրագրում բացակայում է դրանց մանրամասն ներկայացվածությունը»,- ասաց տնտեսագետը:
Խաչատրյանը, անդրադառնալով «Doing business» վարկանիշում Հայաստանի՝ քսանյակի մեջ հայտնվելուն, նշեց, որ շատ ժամանակ հորիզոնականում առաջ անցնելը չի ուղեկցվում ներդրումների աճով:
