ԿԳՆ-ն հանրային քննարկման է ներկայացրել նոր ծրագիր

ԿԳՆ-ն հանրային քննարկման է ներկայացրել Լեզվական քաղաքականության 2018-2023 թթ. պետական ծրագիրը՝ հրապարակելով այն e-draft.am կայքում։
Ծրագրի իրավական հիմքերն են ՀՀ Սահմանադրությունը, «Լեզվի մասին» ՀՀ օրենքը, հայերենի գործառությունը կարգավորող ՀՀ այլ օրենքներ և իրավական ակտեր, միջազգային համաձայնագրերը: Ծրագրի բնագավառներն են` օրենսդրական դաշտի կատարելագործումը, գրական հայերենի կանոնարկումը, կրթության համակարգը, համացանցում հայերենի լիածավալ ներկայացման ապահովումը, հայերենի հանրային ուսուցման ապահովումը, զանգվածային լրատվության միջոցներին աջակցությունը, հրապարակային գրվածքները, ազգային փոքրամասնությունների լեզվական խնդիրները, Հայաստան-Սփյուռք լեզվահարաբերությունները, օտար լեզուների ուսուցման համակարգը: Նշվում է, որ վերջին տարիներին առաջ եկած տնտեսական, քաղաքական, մշակութային, սոցիալական ու հոգեբանական նոր իրողություններն ու իրավիճակը պահանջում են վերանայել և արդյունքում ունենալ լեզվական քաղաքականության այնպիսի ծրագիր, որը նախորդի համեմատությամբ առավել իրատեսական և իրականանալի է:
Այս նախագիծը նպատակ ունի առավել համակողմանի, ճշգրտված, ժամանակին համահունչ դարձնելու պետական լեզվահարաբերությունները հանրային կյանքի բոլոր ոլորտներում: Ըստ ԿԳՆ-ի՝ ներկայիս համաշխարհայնացման գործընթացների պայմաններում առավելագույնս կարևորվում են պետական լեզվի` ՀՀ տարածքում լիակատար գործառության և պաշտպանվածության, ինչպես նաև օտար լեզուների ուսուցման, նրանց բաշխվածության խնդիրները:
Դրանց արդյունավետ լուծման շնորհիվ հնարավոր կլինի ապահովել մշակութային ներդաշնակ համագործակցության զարգացում` բացառելով օտար լեզվամշակութային ներխուժումն ու հայերենի իրավունքների սահմանափակումը:
