ՀՀ արդարադատության նախարար Արփինե Հովհաննիսյանը քրեակատարողական հիմնարկներում պահվող անձանց սննդի օրական միջին չափաբաժինների, հանդերձանքի փոփոխության նախաձեռնությամբ է հանդես եկել: ՀՀ կառավարության հոկտեմբերի 15-ին կայանալիք նիստին քննարկվելու է ՔԿ հիմնարկներում պահվող անձանց սննդի օրական միջին չ ափաբաժինների (օրինակ հացը` օրական 650 գրամ, միսը` 90 գրամ), հանդերձանքի, դրանց շահագործման, անկողնային և հիգիենիկ պարագաների չափաբաժիններն ու դրանց շահագործման ժամկետների փոփոխության հարցը (ՀՀ կառավարության 2003 թվականի թիվ 413-Ն որոշում): Այս մասին «Արմենպրես»-ը տեղեկացավ ՀՀ կառավարության պաշտոնական կայքից:

ՀՀ քրեակատարողական օրենսգրքի 76-րդ հոդվածը նախատեսում է, որ հավելյալ սննդով պետք է ապահովվեն ոչ միայն հիվանդ, այլ նաև հղի, կերակրող մայր կամ անչափահաս դատապարտյալները, սակայն վերը նշված կատեգորիաներին հասանելիք հավելյալ չափաբաժինները, ինչպես նաև չորսից ավելի տևողությամբ փոխադրման դեպքում կալանավորված անձին կամ դատապարտյալին տրվող սննդի չափաբաժինները, մինչ օրս սահմանված չեն: Բացի այդ` ՀՀ քրեակատարողական օրենսգրքի 82-րդ հոդվածը թույլատրում է դատապարտյալին քրեակատարողական հիմնարկում բնակվել մինչև երեք տարեկան իր երեխայի հետ, սակայն մինչև հիմա սահմանված չեն երեխայի խնամքի համար անհրաժեշտ պարագաների ցանկը և չափաքանակը:

ՀՀ արդարադատության նախարար Արփինե Հովհաննիսյանի առաջարկած նախագծում հստակորեն սահմանված են նաև երեխայի խնամքի համար հարկավոր պարագաների ցանկը. իրենց մոտ մինչև երեք տարեկան երեխա ունեցող անձինք ապահովվում են մանկական սննդով, երեխայի խնամքի համար տրամադրվում է հագուստ, կոշկեղեն ու փափուկ գույք, որը համարժեք է մանկատներում, երեխաների խնամքի և պաշտպանության գիշերօթիկ հաստատություններում, ինչպես նաև հատուկ հանրակրթական ուսումնական հաստատություններում սովորող երեխայի խնամքի և սպասարկման նվազագույն չափորոշիչներին:
