Եվրոպայի խորհրդի խորհրդարանական վեհաժողովի ամառային նստաշրջանի լիագումար նիստում ելույթ է ունեցել հայկական պատվիրակության ներկայացուցիչ, ՀՀ ԱԺ նախագահի տեղակալ Միքայել Մելքումյանը:

Ելույթն ամբողջությամբ ներկայացնում ենք ստորև.

«Հարգելի գործընկերներ,

Պեդրո Ագրամունտի նման քաղաքական գործիչները  քաջալերում են Ադրբեջանի կառավարությանն իրականացնել հակաժողովրդավարական քաղաքականություն, որի հետևանքով Ադրբեջանը շարունակում է ձախողել Լեռնային Ղարաբաղի խնդրի խաղաղ կարգավորման հետ կապված բոլոր համաձայնությունները:

Ինչպես կարող է պատահել, որ Եվրոպայի խորհրդի խորհրդարանական վեհաժողովի նման կառույցում մենք ունենանք այսպիսի երևույթ, ինչպիսին Պեդրո Ագրամունտն է:

Ակնհայտ է, որ Ագրամունտն անընդունակ է ապահովելու մեր կազմակերպության անդամների միջև հավասարակշռությունը իր մասնավոր գործունեության միջոցով, ով սպասարկում է միայն Ադրբեջանի կառավարության շահերը: Այսպիսով Ագրամունտն Ադրբեջանի շահերի մասնավոր սպասարկու է:

Հարգելի՛ գործընկերներ, ցավոք սրտի, 10 օր առաջ Ադրբեջանի հակամարդկային զինված հարձակման հետևանքով՝ հայկական կողմը Լեռնային Ղարաբաղի և Ադրբեջանի սահմանին ունեցավ 4 զոհ, որոնք 20 տարեկան երիտասարդներ էին:

Ո՞վ պետք է պատասխան տա զոհերի համար… Եվ ինչպե՞ս պետք է պատասխան տա:

Միաժամանակ, զգուշացնում եմ, որ Լեռնային Ղարաբաղի Հանրապետության պաշտպանական ուժերը միշտ էլ համարժեք պատասխան են տալու նմանօրինակ ստոր և ագրեսիվ գործողություններին: Ըստ երևույթին, Ալիևը դասեր չի քաղել անցած փորձից:

Իհարկե, մենք կարծում ենք, որ այս երևույթին պետք է տրվեն քաղաքական և իրավական գնահատականներ և հետևեն կոնկրետ միջոցառումներ:

Ցավոք սրտի, ուղղակի, թե անուղղակի, այս գործընթացին մասնակից է Պեդրո Ագրամունտը, և ես չեմ հասկանում՝ նա Ադրբեջանի կառավարության համար խոշոր միսսիոներ է, թե խորհրդարանական վեհաժողովի կառավարիչ: Դա թողնում եմ ձեր դատին:

Իմ եզրակացությունը միակն է. Ագրամունտը պետք է թողնի խորհրդարանական վեհաժողովի նախագահի պաշտոնը և հեռանա»:
