Պաշտպանության նախարարությունը քննարկում է նախարարության կառուցվածքի լրջագույն փոփոխության հարցը: «Արմենպրես»-ի հաղորդմամբ` այս մասին հունիսի 28-ին լրագրողների հետ հանդիպման ժամանակ ասաց ՀՀ պաշտպանության նախարար Վիգեն Սարգսյանը`պատասխանելով հարցին, թե ճի՞շտ են Գլխավոր շտաբի պետերի տեղակալների հաստիքների, այդ թվում՝ Հայկազ Բաղմանյանի հաստիքի կրճատման մասին տեղեկությունները:
«Առաջիկա շաբաթվա ընթացքում գործընթացն ամփոփվելու է: Որևէ պաշտոնի կրճատման մասին խոսելն այսօր շատ վաղաժամ է: Հայկազ Բաղմանյանը երկար ճանապարհ անցած սպա է, ով կատարում է իր գործառույթը, որևէ կադրային փոփոխություն ՊՆ-ն նախապես չի մեկնաբանում: Նամանավանդ, որ նշված պաշտոնյան նշանակվում ու ազատվում է ՀՀ Նախագահի կողմից: Բայց նման մտադրություն այս պահին չկա»,- ասաց Սարգսյանը:
Նախարարի խոսքով` փոփոխությունների արդյունքում հիմնականում կրճատվում են կառուցվածքային ստորաբաժանումները: Նա բացատրեց, որ եթե վարչության կազմում արհեստականորեն ձևավորված են բազմաթիվ բաժիններ՝ իրենց բաժնի պետերով, տեղակալներով և այլն, իրենք մարդկանց առաջարկում են նոր գործառույթներն իրականացնել փոխլրացնող սկզբունքով, որն աշխատանքի արդյունավետությունը պետք է կտրուկ բարձրացնի:
«Մեզ պետք են աշխատող մարդիկ, ոչ թե պաշտոնյաներ, ովքեր կղեկավարեն 2-3 մարդու։ Այսինքն՝ կոնցեպտը ստորաբաժանումների կրճատումն է, առանց մեծ քանակի հաստիքների կրճատման: Բոլոր նրանք, ովքեր կրճատվելու են, ստանալու են հնարավորություն զորքերում ծառայությունը շարունակելու: Մենք մտադիր չենք փողոցում մարդ թողնել, մտադիր ենք մեր արդյունավետությունը բարձրացնել»,- ասաց ՊՆ նախարարը:
Անդրադառնալով վերջերս Ռազմական ոստիկանության պետի փոփոխությանը՝ Սարգսյանը նշեց, որ ծառայության սահմանային տարիքն ուղղակի բարի ցանկություն չէ: Նրա խոսքով` Գլխավոր շտաբի պետի հետ որդեգրել են մի մոտեցում, որ ծառայության սահմանային տարիքը դա ուղղակի բարի ցանկություն չի, դա օրենսդրությամբ է սահմանված, որից հետո ծառայության արդյունավետությունը նվազում է:
