Տնտեսական իմաստով ժամային գոտու փոփոխության էֆեկտներն ակնհայտ են, լավ կլիներ, որ նախկին ձևին անցնեինք. Tert.am-ի հետ զրույցում նման կարծիք հայտնեց տնտեսագետ-փորձագետ Ատոմ Մարգարյանը:

«Իհարկե, լավ կլիներ, որպեսզի իրականացվեր նախկին ձևով՝ ձմեռային ժամանակ-ամառային ժամանակ սխեմայով: Զարգացած երկրներում դա կիրառվող պրակտիկա է: Այդ պայմաններում տնտեսումներն ակնհայտ են: Բնական լույսը օգտագործելը նշանակում է տնտեսել, սա պարզ կանոն է»,- նշեց Մարգարյանը:

Նա հավելեց, որ ժամի սեզոնային  հաշվարկի կիրառումը  որոշակի տնտեսական էֆեկտներ է հարուցում, որոնք տարբեր հետազոտական կենտրոնների կողմից գնահատված են: Էլեկտրաէներգիայի տնտեսումները սեզոնային ժամանակի անցման դեպքում տարբեր գնահատումներով կազմում են 0.5-1 տոկոս: Բացի այդ, առաջանում են նաև այլ անուղղակի էֆեկտներ, որոնք կապված են շրջակա միջավայրի վրա ճնշման թուլացման և բնական ռեսուրսների խնայողության, ավտովթարների թվի կրճատման, հանցագործությունների քանակի նվազման հետ և այլն:

Դրական էֆեկտների հետ մեկտեղ կան նաև բացասական ազդեցությունների գնահատումներ: Մասնավորապես սեզոնային ժամանակի գործադրումը, ըստ այդօրինակ ուսումնասիրությունների, հանգեցնում է աշխատանքի արտադրողականության անկման, որի հետևանքով երկրի ՀՆԱ-ն կարող է նվազել մինչ 10 տոկոսով:  

Հիշեցնենք, որ 2012 թ. «Ժամանակի հաշվարկման կարգի մասին» օրենքում փոփոխություններ կատարվեցին, որից հետո ամբողջ տարին Հայաստանը մնում է բնական ժամային գոտում: Մինչ այդ, տարիներ շարունակ գարնանային ու աշնանային գիշերահավասարից հետո ՀՀ-ում փոխում էին ժամային գոտին՝ առաջ կամ հետ տանելով ժամացույցի սլաքը: Նախկին օրենքի գործածության ժամանակ կար էլեկտրաէներգիայի խնայողության անհրաժեշտություն, սակայն հիմա, ըստ ԱԺ-ի՝ այդպիսի տնտեսական խնդիր չկա:

Ըստ տնտեսագետի՝ ժամային գոտու փոփոխության միջոցով էներգախնայողության խնդիրը միշտ էլ կա, այլ հարց է՝ պետությունն ինչպիսի դիրքորոշում ունի այստեղ:

«Մենք այդքան մեծ շռայլություն մեզ չենք կարող թույլ տալ: Այնտեղ, որտեղ հնարավոր է տնտեսում, պետք է տնտեսել»,- ասաց նա:

Մարգարյանի խոսքով՝ ժամային գոտիների տեղաշարժերը մարդկանց մի մասի մոտ խնդիրներ առաջացնում են: Նրանք դժվարությամբ են հարմարվում ժամանակի փոփոխությանը, բայց, համենայն դեպս, ավելի նախընտրելի են ժամային փոփոխությունները: Սակայն այստեղ էլ այլընտրանք կա. կարելի է ոչ թե ժամերը տեղաշարժել, այլ աշխատանքի սկզբի ժամանակը:

«Հատկապես ձմեռային ժամանակահատվածում, երբ արդեն մութ է, աշխատանքը պետք է դադարեցնել, բայց մարդիկ շարունակում են աշխատել, մինչդեռ կարող էին ավելի վաղ սկսել աշխատանքը: Մարդիկ պետք է արթնանան արևի լույսի հետ, լույսի հետ էլ քնեն: Սա բնական է, և մարդու կենսառիթմերն են համընկնում բնության կենսառիթմերին, և լույսն է լիարժեք օգտագործվում»,- ընդգծեց Ատոմ Մարգարյանը:

Նրա համոզմամբ՝ հատկապես զարգացած երկրների՝ Արևմուտքի հասարակությունները վաղ արթնանալու կանոնով են առաջնորդվում, որը ճիշտ մոտեցում է:
