ԱՄՆ պետդեպարտամենտ. «Ադրբեջանը թրաֆիքինգի համար տարանցիկ ուղի է հանդիսանում»

ԱՄՆ պետդեպարտամենտը հրապարակել է մարդկանց թրաֆիքինգի 2017–ի զեկույցը: ԱՄՆ պետդեպարտամենտի հրապարակած զեկույցում ներկայացվել է երկրների վերաբերյալ վերլուծություն, և երկրները բաժանվել են տարբեր կատեգորիաների:
Առաջին կատեգորիայում տեղ են գտել այն երկրները, որոնց օրենսդրությունը լիովին համապատասխանում է թրաֆիքինգի դեմ պայքարի նվազագույն չափանիշներին:
Հայաստանը զեկույցում զբաղեցրել է առաջին կատեգորիայում տեղ գտած երկրների շարքը:
 
Ադրբեջանը զեկույցում դասվել է 2–րդ կատեգորիայի երկրների շարքը, որոնց օրենսդրությունը թրաֆիքինգի դեմ պայքարում չի համապատասխանում նվազագույն չափանիշներին, սակայն այդ երկրները փորձում են քայլեր ձեռնարկել թրաֆիքինգի դեմ պայքարի ուղղությամբ:
 
Զեկույցի 3–րդ կատեգորիայում տեղ են զբաղեցրել այն երկրները, որոնց օրենսդրությունը չի համապատասխանում թրաֆիքինգի դեմ պայքարի նվազագույն չափանիշներին և այդ երկրները առհասարակ քայլեր չեն ձեռնարկում թրաֆիքինգը կասեցնելու ուղղությամբ:
Զեկույցում նշվում է, որ թրաֆիքինգի դեմ պայքարի շրջանակում Ադրբեջանի կառավարության կողմից կիրառվող մեխանիզմներն ունեն բազմաթիվ թերություններ, բացի այդ, Ադրբեջանի կառավարությունը այս ոլորտում գործունեություն ծավալելու համար հասարակական կազմակերպություններին չի ապահովում անհրաժեշտ պայմաններով և ֆինանսավորմամբ:
 
ԱՄՆ պետդեպարտամենտի զեկույցում նշվում է, որ Ադրբեջանում տարածված կոռուպցիան շարունակվում է, և այդ երկրում բարձր պաշտոններ զբաղեցնող անձանց նկատմամբ առաջադրված մեղադրանքների վերաբերյալ տեղեկություններ չեն հրապարակվում:
 
Վերջին 5 տարում Ադրբեջանը աշխատանքի և սեռական շահագործման նպատակով տղամարդկանց, կանանց և երեխաների թրաֆիքինգի իրականացման համար հանդիսանում է որպես աղբյուր և տարանցիկ երկիր:
 
Ադրբեջանցի տղամարդիկ և տղա երեխաները աշխատանքային շահագործման են ենթարկվում Թուրքիայում, Ռուսաստանում, ԱՄԷ–ում, ինչպես նաև հենց Ադրբեջանում:
Ադրբեջանցի կանայք և երեխաները, ինչպես երկրի ներսում այնպես էլ Մալազիայում, Թուրքիայում, Ռուսաստանում և ԱՄԷ–ում ենթարկվում են սեռական բռնության և շահագործման:
 
Զեկույցում նշվում է, որ նախորդ տարիների ընթացքում Ադրբեջանում աշխատանքի և սեռական շահագործման նպատակով թրաֆիքինգի են ենթարկվել բազմաթիվ մարդիկ Ուկրաինայից, Չինաստանից, Ռուսաստանից, Թուրքիայից, Թուրքմենստանից, Ուզբեկստանից և այլն:
 
ԱՄՆ պետդեպարտամենտի զեկույցում նշվում է նաև, որ Ադրբեջանը Կենտրոնական Ասիայից դեպի Արաբական Միացյալ Էմիրություններ, Թուրքիա և Իրան կատարվող թրաֆիքինգի համար տարանցիկ երկրի դեր է կատարել:
 
Այլ երկրներում թրաֆիքինգի ենթարկվելուց բացի Ադրբեջանի ներսում երեխաները մուրացկանության, թեյարաններում և սրճարաններում ծառայություններ մատուցելու, փողոցային առևտրով զբաղվելու ճանապարհով ենթարկվում են շահագործման:
