Համոզված եմ, որ ժամանակի ընթացքում Արցախի Հանրապետությունը կդառնա ղարաբաղյան հակամարտության կարգավորման բանակցային գործընթացի մաս: Tert.am-ի հետ զրույցում ասաց Լեռնային Ղարաբաղի Ազգային ժողովի փոխնախագահ Վահրամ Բալայանը՝ խոսելով ՀՀ ԱԳ նախարարի հայտարարության մասին, որ ԼՂ հակամարտության կարգավորման հարցում անհնար է որևէ համաձայնության գալ և որոշում կայացնել առանց արցախյան կողմի մասնակցության:

«Հայաստանի իշխանություններն առաջին անգամ չէ, որ այդ մասին ասում են, միշտ էլ ասվել է, որ առանց Ղարաբաղի համաձայնության որևէ փաստաթղթի տակ չի կարող ստորագրվել: Նալբանդյանի այս հայտարարությունը նոր բան չէ: Իսկ բանակցային գործընթացում ԼՂ մասնակցության մասին ասեմ, որ միջազգային հանրության համար էլ այսօր տեսանելի է, որ առանց Ղարաբաղի մասնակցության անհնար է հարցին լուծում տալ, որովհետև հակամարտության կողմերից մեկը Ղարաբաղն է»,- ասաց Վահրամ Բալայանը: 

ԼՂ ԱԺ փոխխոսնակը շեշտեց, որ միջազգային հանրությունը վաղ, թե ուշ կընդունի, որ Ղարաբաղը հակամարտող կողմ է: Վ. Բալայանն ասաց, որ իր տեսակետի հիմքում ԵԱՀԿ Մինսկի խմբի վերջին ու նախավերջին հայտարարություններն են, որոնք հասցեական են, ՌԴ ԱԳ նախարարի խոսնակ Մարիա Զախարովայի հնչեցրած մտքերն են:

«Միջազգային հանրությունը հասկացել է, որ այդտեղ մարդ է ապրում և առաջին հերթին մարդու իրավունքները պետք է պաշտպանվեն: Խոսքը մարդու իրավունքների մասին է, մարդն ուզում է իր հայրենիքում անկախ ապրել, սա է, աշխարհը, կարծում եմ, այս ճանապարհով է գնում»,- ընդգծեց Վահրամ Բալայանը:
