Մարդու իրավունքների պաշտպան Արման Թաթոյանը Tert.am-ի հետ զրույցում նշեց, որ աշխատանքի հետ կապված նոր սկզբունքներ են որդեգրել, մասնավորապես՝ նախանշել են կանխարգելման ազգային մեխանիզմի զարգացման ռազմավարական ուղղությունները, որոնք հիմնված են Մարդու իրավունքների եվրոպական դատարանի նախադեպային պրակտիկայի վրա:
Նա առաջնահերթ համարեց անհատական մոտեցումը` ազատությունից զրկված յուրաքանչյուր անձի նկատմամբ և նշեց, որ քրեակատարողական հիմնարկում պետք է լինի ռիսկային գնահատման մեխանիզմ: «Դրանից բացի նաև պետք է երկրում գործի և օրենսդրական մակարդակով ամրագրվի ազատությունից զրկված անձին աստիճանական ազատ արձակելու մեխանիզմը: Սա նշանակում է, որ երբ անձը մուտք գործեց քրեակատարողական հիմնարկ, պետք է միանգամից սկսել աշխատանք տանել, որպեսզի նրան աստիճանական նախապատրաստել ազատության, քանի որ նա ազատ է արձակվելու և հասարակության բաղկացուցիչ մասն է դառնալու, հետևաբար պետք է ինտեգրման խնդիրներ չունենա»,-ասաց նա:
Արման Թաթոյանն ասաց, որ խնդիրներ կան բոլոր ոլորտներում: «Մենք ունենք դեպքեր, որ երբ քաղաքացին սկսել է իր իրավունքների պաշտպանությունը, սակայն ոչ ճիշտ ուղղություններ է ընտրում կամ բաց է թողնում ժամկետներ և այլևս կորցնում է դրանք պաշտպանելու հնարավորությունները: Ես շատ եմ կարևորում պրակտիկան, որքան էլ ունենանք կատարյալ օրենսդրություն, եթե չունենանք դրա պրակտիկ, հստակ կիրառությունը՝ անիմաստ է իրական պաշտպանության մասին խոսելը, իսկ պրակտիկայի հետ կապված ունենք խնդիրներ»,-ասաց նա:
Ինչ վերաբերում է Մարդու իրավունքների պաշտպանի նկատմամբ վստահության բարձրացմանը՝ պաշտպանն ասաց, որ այդ ուղղությամբ քրտնաջան աշխատանք է տարվում գիշեր-ցերեկ, և կարծում է, որ գնալով վստահությունը բարձրանում է: «Ես հետևողական աշխատանք եմ տանում, որպեսզի մարդու իրավունքների բոլոր պաշտպանների կատարած աշխատանքը, որն ուղղված է եղել այս աշխատանքի կայացմանը, շարունակվի նոր տեմպերով: Ցանկացած մարդու իրավունքների պաշտպանի աշխատանքն այնպիսին է, որ միշտ կլինեն դժգոհող կողմեր»,-ասաց նա:
