Ինչի՞ց են վախենում ռուսները եւ ինչու սկանդալ չեն սարքում հայերը. «168 ժամ»

«168 ժամ» թերթը գրում է. «Եթե լուրջ տեխնիկական հակասություններ չկան, որ Հայաստանը, լինելով ԵՏՄ-ում՝ միաժամանակ ստորագրի ԵՄ-ի հետ համաձայնագիր, ապա կարծում եմ, որ քաղաքական երկխոսությունների արդյունքում հնարավոր կլինի մեր դիրքորոշումը հասցնել Մոսկվային։ Եթե, իհարկե, դրա համար բավարարեն մեր դիվանագիտական ռեսուրսները, քաղաքական կամքը եւ շատ այլ բաներ»,- «168 ժամ»-ի հետ զրույցում անդրադառնալով ՀՀ-ԵՄ շրջանակային համաձայնագրին ու դրա շուրջ ռուսական կողմից հնչող հայտարարություններին՝ այս մասին ասել է պատմական գիտությունների թեկնածու, ամերիկագետ, վերլուծաբան Արեգ Գալստյանը։
Ըստ նրա՝ Հայաստանն արդեն ԵՏՄ եւ ՀԱՊԿ անդամ է եւ կարող է ռուսներին ուղղակի ասել՝ ինչո՞ւ եք վախենում, այն, ինչ ցանկացել եք, արել ենք, խնդրել եք անդամակցել այդ կառույցներին՝ անդամակցել ենք, նույնիսկ ՄԱԿ-ում մենք քվեարկում ենք այնպես, ինչպես ձեզ է ձեռնտու, թեեւ ՀՀ-ի հետաքրքրություններին որոշ դեպքերում հակասում է։
«Այս իմաստով՝ մենք կարող ենք Մոսկվային նախատել, որ, եթե Եվրոպայի հետ համագործակցությունը դաշնակցային քայլ չէ, ապա կարող ենք այլ փաստ բերել՝ իսկ մի՞թե դաշնակցային քայլ է Ադրբեջանին զենք վաճառելը. մի պետություն, որն ընդհանրապես չի մտնում այդ կառույցների մեջ։ Դաշնակցայի՞ն քայլ է հրադադարի ռեժիմի խախտումների ժամանակ ՀԱՊԿ-ի արձագանքի բացակայությունը, այն էլ՝ հրադադարի խախտում ոչ թե՝ շփման գծում, այլ՝ հայ-ադրբեջանական սահմանին։
Մի՞թե դաշնակցային է, որ ԵՏՄ անդամ Բելառուսն ու Ղազախստանը պարտադրում են, որ գագաթաժողովը Երեւանից Մոսկվա տեղափոխվի, իսկ Ռուսաստանը համաձայնում է, եւ այլն։ Այսինքն՝ սկզբունքորեն կարելի է բազում փաստեր բերել, որ ընդհակառակը՝ այս միության շրջանակներում հենց Ռուսաստանն իրեն դաշնակցի նման չի պահում, իսկ մենք մեզ ավելի, քան հարկավոր է, դաշնակցի նման ենք պահում»,- ասել է նա։
Նաեւ հավելել է. «Մենք չենք հայտարարել այն մասին, որ դուրս ենք գալիս ԵՏՄ-ից, սկանդալ չենք սարքում ԵՏՄ-ի ներսում, ինչպես դա անում է Բելառուսը, չնայած՝ գուցե հարկավոր էր, որովհետեւ այդ սկանդալների հիման վրա նույն Բելառուսն իր համար դիվիդենտներն է հավաքում։ Բայց մենք անգամ դա չենք անում, բոլոր խնդիրների վրա աչք ենք փակում, եւ այդ իմաստով՝ պետք է ասենք ռուսներին՝ ի՞նչ ունեք վախենալու, գոնե հնարավորությունների մի փոքր պատուհան տվեք, որ արտաքին աշխարհի հետ կապ ունենանք»։
