Ժիրայր Սեֆիլյանի եւ մյուսների գործով եւս մեկ անձի վերաբերյալ գործն է ուղարկվել դատարան:
Ըստ մեղադրական եզրակացության՝ Արթուր Մովսիսյանը 2015թ. նոյեմբերից մինչև 2016թ. մայիսի 18-ն ընկած ժամանակահատվածում ընդգրկված է եղել Ժիրայր Սեֆիլյանի կողմից ստեղծված, զինված կազմակերպված խմբի կազմում, ապօրինի կերպով իր բնակարանում պահել և այնուհետև խմբի մյուս անդամներին է փոխանցել ապօրինի կերպով ձեռք բերված հրազեն և ռազմամթերք` նպատակ ունենալով պետությանը որոշակի գործողություններ կատարելուն հարկադրելու նպատակով, կազմակերպված խմբով, զենքի գործադրմամբ, կյանքի համար վտանգավոր բռնություն գործադրելով զավթել և պահել ռազմավարական նշանակության շենքեր և շինություններ, սակայն գիտակցելով հանցագործությունն ավարտին հասցնելու իրական հնարավորությունը, կամովին հրաժարվել է ինչպես ենթախմբին անդամակցելուց, այնպես էլ հանցագործությունն ավարտին հասցնելուց:
Արթուր Մովսիսյանին մեղադրանք է առաջադրվել Քրեական օրենսգրքի 235-րդ հոդվածի 3-րդ մասով: Նշենք, որ նա հետախուզման մեջ էր եւ մայիսին է հայտնաբերվել եւ կալանավորվել:
