Լարիսա Ալավերդյանը եւ Արման Նավասարդյանն առաջարկում են շփման գծում ներդնել տիեզերական խորազննման մեխանիզմ

ՀՀ մարդու իրավունքների նախկին պաշտպան, «Ընդդեմ իրավական կամայականության» ՀԿ գործադիր տնօրեն Լարիսա Ալավերդյանն ու արտակարգ և լիազոր դեսպան Արման Նավասարդյանն առաջարկում են ղարաբաղա-ադրբեջանական շփման գծում խաղաղություն հաստատելու համար ներդնել նոր մեխանիզմ, այն է՝ օգտվել տիեզերքից ստացված տվյալներից եւ կանխարգելել հնարավոր խախտումները:

Լարիսա Ալավերդյանի  դիտարկմամբ՝ եթե շփման գծում հետաքննական մեխանիզմների ներդրումը լոկ կֆիքսեր նախահարձակ կողմին արդեն խախտումն իրականացնելուց հետո, ապա տիեզերական խորազննման մեթոդը կօգնի կանխել ցանկացած փորձ:

«Հուլիսի 1-ն է, բայց մենք բոլորս ապրում ենք դեռ անցած տարվա ապրիլի 2-ից հետո ստեղծված այդ  տագնապի մեջ,  որովհետեւ բոլորն էլ ասում են, այս ընթացքում այդպես էլ  չի փոխվել այն վիճակը, որը կոչվում է ժողովուրդների կամ տարածքների անվտանգություն:  Մենք հասկանում ենք, որ չնայած բազմաթիվ հանդիպումներին՝ այսօր չկա որեւէ համաձայնություն Ադրբեջանի կողմից   շփման գծում  առաջարկված մեխանիզմների ներդրման հարցում, եւ այդ առումով մտել ենք փակուղի: Գեներալ-լեյտենանտ Հայկ Քոթանջյանն արել է հստակ ձեւակերպված մի առաջարկություն, որը նոր տեխնոլոգիա է ոչ միայն ռազմական, այլ հենց քաղաքական-դիվանագիտական առումով»,-«Արմենպրես»-ի մամուլի սրահում լրագրողների հետ հանդիպմանն ասաց Լարիսա Ալավերդյանը: 

Նա նշեց, որ առաջարկությունը հնչեցվել է դեռեւս երկու ամիս առաջ բարձր ամբիոններից, սակայն այդքան էլ մեծ ուշադրության չի արժանացել փորձագիտական հանրության կողմից, այդ իսկ պատճառով այժմ նորից հնչեցնում են այն:

«Ինչու՞ է Ադրբեջանն իրավունք վերապահում հրաժարվել այս կամ այն գործելակերպով ֆիքսել հրադադարի խախտումը, որովհետեւ դա իր պետական իրավունքի ներքո է, նա է որոշում՝ թույլ տա, թե չտա այս կամ տեխնիկայի  ներդրումը, իսկ այս առաջարկությունը թույլատրելի է միջազգային իրավունքով, եւ  դա չի կարող արգելել ոչ Ադրբեջանը, ոչ էլ Հայաստանը»-,-նշեց նա:

Լարիսա Ալավերդյանն ընդգծեց, որ առաջարկությունն ուղղված է Հայաստանի իշխանություններին, ինչպես նաեւ ԵԱՀԿ Մինսկի խմբի համանախագահներին, ում եւ նրանք առաջարկում են փոխանցել տիեզերքից ստացված տվյալները:

Արման Նավասարդյանը եւս համակարծիք է, որ այս նոր մեխանիզմը կարող է ազդեցություն ունենալ տարածաշրջանային  իրադարձությունների վրա:

«Սա որևէ ծախս չպահանջող միջոց է, որի հիմնական նպատակն այն է, որ ինչ-որ կա, ինչ-որ կատարվում է, փոխանցվի այն երկրներին, որոնք հանդես են գալիս որպես խաղացողներ եւ որոնք վճռում են դեպքերի հետագա ճակատագիրը: Հիմնականում այն ուղղված է  համանախագահներին, եւ եթե այն ազդեցություն ունենա և սկսի գործել, ապա  շահագրգռված կլինեն ավելի մեծ խաղացողները. իհարկե,  նրանցից  երկուսն արդեն իսկ ԵԱՀԿ Մինսկի խմբի անդամ են: Ես կարծում եմ, որ ամենադժվարը միջազգային իրավունքի և դիվանագիտական ինստիտուցիոնալ աստիճանի հասցնելն է, քանի որ եթե հակառակորդները գետնի վրա չեն կարողանում ընդհանուր լեզու գտնել, հարց է առաջանում՝ կընդունե՞ն այն, ինչ որ գալիս է տիեզերքի կողմից»,- շեշտեց Արման Նավասարդյանը: 
Արման Նավասարդյանի համոզմամբ՝ խաղաղության համար շահագրգռված կողմի համար սրանից ավելի արդյունավետ գյուտ դժվար է գտնել:

«Այս ուղղությամբ պետք է լարված աշխատանք տանել, սակայն այն չի ավարտվի  զուտ պաշտոնական դիվանագիտության եւ միջազգային իրավունքի օրենքերով, այստեղ պետք է  այնպիսի ուժեր լծվեն, որոնք իսկապես կարող են  ազդակ հանդիսանալ նման միջոցի իրագործման համար»,-եզրափակեց Արման Նավասարդյանը՝  հավելելով, որ  այնուամենայնիվ դժվար է Ադրբեջանի նման երկրի հետ  քաղաքակիրթ մեթոդներով հարցեր լուծել:
