ԿԳՆ-ն առաջարկում է փոխել բուհերի լիցենզավորման կարգն ու կրճատել դրանց քանակը

Հայաստանի կրթության և գիտության նախարարությունն առաջարկում է փոխել բուհերի լիցենզավորման գործընթացը և կրճատել դրանց քանակը: Ազգային ժողովի գիտության, կրթության, մշակույթի, երիտասարդության և սպորտի հարցերի ու ֆինանսավարկային և բյուջետային հարցերի մշտական հանձնաժողովների համատեղ նիստում այս մասին ասաց ՀՀ կրթության և գիտության նախարար Լևոն Մկրտչյանը:
Նա տեղեկացրեց, որ Հայաստանն ունի 87 հազար ուսանող և 66 համալսարան, ինչը մտահոգիչ է, և կարիք կա կրճատման: «Աշխարհում նման ցուցանիշ դժվար կգտնենք, ունենք համալսարաններ, որտեղ 100-400 ուսանող է սովորում, կրթության որակն այստեղ տուժում է: Բարձրագույն կրթությանն ուղղված չափորոշիչներն այս տրամաբանությամբ չեն կարող աշխատել», - ասաց նախարարը:
Նա ընդգծեց, որ այս խնդիրները լուծելու համար պետք է լիցենզավորման գործընթացը փոխել: Խնդրի լուծման համար Մկրտչյանն առաջարկում է մանկավարժական ինստիտուտներում չդնել կադաստրային գործ. «Ի՞նչ ենք արել մինչև այսօր. ավտոմատ տվել ենք ինստիտուցիոնալ հավատարմագրումը, բայց առարկայական, մասնագիտական հավատարմագրման պիտի գնանք: Նյութերն արդեն պատրաստված են: Մեկ տարվա ընթացքում պետք է անցնենք դրան, որպեսզի մանկավարժական ինստիտուտներում կադաստրային գործ չդրվի, և Հայաստանում ունենանք ուժեղ, իրենց առաքելությանը հավատարիմ, օպտիմալ բարձրագույն կրթական հաստատություններ, որտեղ ուսանողը իր շարժունակությունը կստանա», - նշեց նախարարը:
Լևոն Մկրտչյանը մտահոգիչ է համարում նաև մասնագիտական առաջնահերթությունների վերանայումը: «Եթե նայում ենք անցած տարվա բակալավրիատի ցուցանիշներն, ապա մոտ 70 տոկոսը հումանիտար մասնագիտության ներկայացուցիչներ են: Եթե արմատապես չբարելավենք վիճակը և բնական գիտությունների դոմինանտության չբերենք, Հայաստանը կդադարի գիտական տարածք դառնալ և սպասարկման տարածքի կվերածվի: Սա լուրջ վտանգ է, ու լուրջ կրթական բարեփոխումներ պիտի անենք այս խնդիրները լուծելու համար»,- շեշտեց նախարարը:
Այս նպատակով նախատեսվում է դոնորների ջանքերով ՀՀ-ում բարձրագույն որակի փոքր հետազոտական ուսումնական համակարգ ստեղծել և վերանայել կրթաթոշակների ու պետպատվերի համակարգը՝ ուսումնական համակարգում ներգրավելով անապահով խավին:
Լևոն Մկրտչյանը հավելեց, որ ԿԳՆ-ն համապատասխան օրենքի նախագծի մշակման աշխատանքներն ավարտել է, դրանք անցել են քննարկումների փուլ: Նախարարը հույս հայտնեց, որ աշնանը ծրագիրը կառավարությանը ներկայացնելուց հետո այն կքննարկվի ԱԺ-ում և կընդունվի:
