Ցեղասպանության հարցում պայքարի մեխը պետք է լինի հատուցումը. Աշոտ Մելքոնյան

ԳԱԱ պատմության ինստիտուտիտնօրեն Աշոտ Մելքոնյանի գնահատմամբ, ժամանակն է, որպ եսզի Հայոց ցեղասպանության հարցը միջազգային ամբիոններում բարձրաձայնվի ոչ թե միջազգային ճանաչմանն ուղղված ելույթներով, այլ հստակորեն նշվի հատուցման խնդիրն ու հարցը իրավական մակարդակում կարգավորելու անհրաժեշտությունը:
«Վերջին 50 տարվա ընթացքում մեր ամբողջ պայքարը տարել ենք Հայոց ցեղասապանության ճանաչման ուղիով: Ժամանակ ենք կորցրել այն դեպքում, երբ մեզանում պայքարն ընթացել է հայրենազրկված հայության իրավունքի վերականգնման ուղղությամբ: Մեր պայքարի մեխը պետք է լինի Հայոց ցեղասպանության հատուման հարցը: Բարեբախտաբար, այսօր արդեն պետական մակարդակով մենք ճանաչման գործընթացը համարում ենք ավարտված եւ խնդիրը տեղափոխում ենք իրավաքաղաքական դաշտ»,- նկատեց պատմաբանը` հավելելով, որ այսօր էլ տարածքային հատուցման հարցը հնարավոր է լուծել, քանի որ իրավաբանորեն այն ամրագրված է եղել Հայոց ցեղասպանությունից 5 տարի անց 1920 թ. Սեւրի դաշնագրով եւ 1920 թ. նոյեմբերի 22-ին կյանքի կոչած Վուդրո Վիլսոնի իրավարար վճռով: «Այդ երկու փաստաթղթերում նշվում է, որ ցեղասպանված հայ ժողովրդի կենսագործության վերականգնման համար պետք է այնպիսի հայրենիք ապահովել, որ այդ գործընթացը դադարեցվի, եւ էթնոսի այդ տեսակը ոչնչանալու խնդրից ազատվի»,- ասÕ �ց Աշոտ Մելքոնյանը:
Նա շեշտում է, որ իրավական առումով կարգավորված է նաեւ Արեւմտյան Հայաստանում բնակվող քրդերի խնդիրը: «Քրդերի համար նույնպես հայրենիք ասվածը նախատեսված է եղել Արեւմտյան Հայաստանից հարավ ընկած հատվածում: Միջազգային մակարդակով այդ խնդիրը կարգավորված է եւ չի նշանակում, որ եթե նրանք այսօր ապրում են այդ տարածքում, ապա խնդիրը պետք է լուծվի հօգուտ նրանց»,- ասաց Աշոտ Մելքոնյանը` շեշտելով, որ թուրքական կառավարության կողմից հատվածական փոխհատուցումները չեն կարող գոհացուցիչ լինել:
ԳԱԱ-ում մեկնարկել է Հայոց ցեղասպանության 100-րդ տարելիցին նվիրված «Հայոց ցեղասպանություն-100. ճանաչումից` հատուցում» խորագրով միջազգայինգիտաժողովը, որին մասնակցում է ավելի քան 100 մասնագետ աշխարհի տարբեր երկրներից:
