Զարգացող հասարակություններում կարեւոր է, որ իշխանությունը փոխվի. քաղաքագետ

Ցանկացած իշխանություն, եթե երկար է մնում, հաջողություն գրանցելու քիչ հնարավորություն ունի, որովհետեւ զարգացող հասարակություններում կարեւոր է, որ իշխանությունը փոխվի։
Այս մասին այսօր՝ հուլիսի 4–ին, լրագրողների հետ հանդիպման ժամանակ ասել է քաղաքագետ Արմեն Գրիգորյանը։
«Նույնիսկ էրդողանը, Պուտինը կառավարության առաջին փուլում հաջողություն են գրանցել, բայց երկար մնալով՝ կանգնել են խնդրի առաջ»,– ասաց Գրիգորյանը՝ շեշտելով, որ այս խնդրի լուծումից հետո կլուծվեն այլ կարեւոր հարցեր։
Անդրադառնալով ներկայիս եւ նոր Սահմանադրություններին՝ բանախոսը շեշտեց. «Դեռ չի վերացել հասարակության այն մտավախությունը, որ նախագահ Սերժ Սարգսյանը Սահմանադրությունը փոխեց իր իշխանությունը վերարտադրելու նպատակով։ Նախորդով այն սահմանափակվում էր, սա նորից առաջադրվելու միակ տարբերակն էր»։
Նրա խոսքով՝ ազատ ընտրությունների չգոյությունը բերում է իշխանության մոնոպոլիզացիայի, որով իշխանությունն իրեն է ենթարկում օրենսդիր, դատական իշխանությունը։ Դրա հետ սերտորեն կապված է տնտեսական զարգացումը։ «Սամվել Ալեքսանյանը ներդրումներ է կատարում ընտրություններում, որ կարողանա մոնոպոլիա ունենալ շաքարի ներմուծման մեջ։ Երբ Հանրապետականը հաղթում է, նրան պարգեւում է այդ մոնոպոլիան՝ 99 տոկոս շաքարի ներմուծումը, այսինքն՝ Հայաստանում մոնոպոլիան պայմանավորված է կեղծ ընտրություններով։ Հակառակ դեպքում տնտեսական մրցակցությունը կուժեղանա, եւ Սամվել Ալեքսանյանը ոչ թե ընտրություններում ներդրում կանի, այլ նորարարական տեխնոլոգիաներում, որ իր շաքարավազն ավելի էժան լինի»,– ասաց քաղաքագետը՝ շեշտելով, որ ընտրական համակարգի կայացումը ժողովրդավարության հիմքն է։
«Քաղաքացիական հասարակության ինստիտուտի» ՀԿ–ի նախագահ Արտակ Կիրակոսյանն էլ կարծիք հայտնեց, որ Հայաստանում բոլոր կառավարությունները ժողովրդին դիտել են ոչ թե տնտեսությունը զարգացնող մեխանիզմ, այլ տնտեսության բեռ, ինչը չի կարող տնտեսական զարգացում ապահովել։ «Վարչապետն ուզում է օլիգարխիկ ակումբ սարքել, որոնք ներդրումներ կանեն, դրա հաշվին երկիրը կզարգացնենք, բայց ժողովուրդը դրանում ակտիվ դեր չունի, նա սպառող է։ Իշխանությունը դրա գիտակցումը չունի, որ ժողովրդին դարձնի սուբյեկտ, որը կզարգացնի երկիրը։ Դրանից բխում է Սահմանադրության դիսկուրսը, թե նա ի՞նչ խնդիր է լուծում»,–ասաց Կիրակոսյանը։
